But it isn't too late for Malaysians to protest the plan and force the government to backtrack.
Dr T Jayabalan, the Citizens Healthcare Coalition spokesman, told a press conference today that the government had long been flirting with the prospect of plunging its hand into the services sector and was now pushing ahead in the outsourcing of health services.
He reminded the media of the outsourcing of Malaysia Airlines System’s (MAS) catering system in which a private company made a killing.

Hishammuddin Arah Polis Sabah Siasat Status Kewarganegaraan Datu Akjan
KOTA KINABALU, 29 Mei (Bernama) -- Menteri Dalam Negeri Datuk Seri Hishammuddin Tun Hussein mengarahkan polis untuk menyiasat status kewarganegaraan Datu Mohamad Akjan Datu Ali Muhamad, yang mengisytiharkan dirinya sebagai "Sultan Sulu" pada 2 Feb.
"Jika benar dia telah melanggar undang-undang, maka dia perlu menghadapi apa jua tindakan yang ada kepada kita mengikut undang-undang," katanya kepada pemberita selepas menyampaikan surat pelantikan kepada Pengarah Jabatan Pendaftaran Sabah Ismail Ahmad dan Pengarah Jabatan Penjara negeri Suria Idris, kedua-duanya penduduk Sabah, di sini, pada hari Ahad.
Hishammuddin diminta mengulas gesaan para pemimpin dari parti-parti komponen Barisan Nasional (BN) termasuk Parti Bersatu Sabah (PBS), Pertubuhan Pasok Momogun Kadazandusun Murut Bersatu (Upko), Parti Bersatu Rakyat Sabah (PBRS) dan pembangkang supaya kewarganegaraan Mohamad Akjan dilucutkan kerana membuat pengisytiharan itu.
Mohamad Akjan telah diisytihar sebagai Sultan Sulu ke-33 iaitu keturunan langsung Sultan Sulu terakhir, Paduka Mahasari Maulana Al-Marhum Shariful Hashim 1, dalam satu upacara tertutup yang dihadiri sekumpulan 60 orang termasuk pengikutnya dari wilayah Sulu di rumahnya di Kampung Likas.
Mereka berkata mengangkat sumpah taat setia kepada kuasa asing merupakan "satu tindakan tidak setia atau penderhakaan besar dan satu kesalahan serius di bawah undang-undang dan bahawa status Mohamad Akjan dan identiti sebenar, sama ada dia warga Malaysia atau Filipina sebenar yang datang ke Sabah sebagai seorang pelarian, merupakan satu perkara yang menyentuh kepentingan awam.
Hishammuddin berkata kementerian memandangkan serius perkara itu dan memberi kuasa kepada Pesuruhjaya Polis Sabah Datuk Hamza Taib, dengan bantuan pegawai dari Bukit Aman, untuk menyiasat dengan teliti.
"Kita perlu tahu sama ada boleh didakwa. Jika dia (Mohamad Akjan) menjadi satu risiko kepada keselamatan maka apa sahaja undang-undang yang perlu, kita akan gunakan tapi yang paling penting tidak berlaku penyalahgunaan undang-undang.
"Kita bukan berpolitik apabila bercakap soal keselamatan. Itu sahaja yang saya boleh minta daripada polis dan sekarang ini imej polis adalah sangat baik, kita tak mahu imej polis tercemar oleh pertimbangan yang lain," katanya sambil meminta isu itu tidak dipolitikkan.
Buying of SMC was useless, says Upko
April 02, 2011Kota Kinabalu: United Pasokmomogun Kadazandusun Organisation (Upko) on Friday wants the Health Ministry to seriously look into the health needs in Sabah which it described as pathetic.
Its Vice President, Senator Datuk Maijol Mahap said the conditions at the QEH I is chaotic while the wards were simply "overloaded" with patients.
"The ward is cramped and very often the patients were asked to return to their district hospital soon after being operated and not recovered from the surgery," he said.
To make matters worse, he said the district hospital is unable to provide proper treatment to the patients due to lack of expertise, equipment and facility.
Because of that, he said the condition of the patients continues to worsen.
When this happen, he said the district hospital simply send them back again to the QEH.
Inevitably, he said the situation is compromising the patients' safety and health.
Another problem he said is logistic when sending patients from QEHI to QEHII.
Maijol claimed that when patients from QEHI are transferred to QEHII, it takes about two hours to accomplish because they have to arrange the ambulance which is limited as well as to arrange for accompanying doctors and nurses.
"What will happen to the life of the patient in case of emergency and urgent surgery?" he asked.
The government he said bought the Sabah Medical Centre (SMC) and renamed it as QEHII but that the equipment such as CT scan and MRI there could not be used because it was damaged.
However, he said the equipment could not be repaired because the government has no funds to repair it.
"But how could the government have no money when they had the funds to purchase the SMC at a cost of hundreds of million of ringgit?" he queried.
With regard to the delay in the construction of the new QEH building, Maijol said it is a farce.
The Health Minister he said gave the contractor until May to complete the given task.
However, he said the project should have been completed in time.
"Any delay in its completion will have a very far reaching implication including loss of lives," he said.
But construction at the new building is not the only reason that Upko is very concerned with, he said.
He said the Operating Theatre building next to the old ward that has been completed some time ago, still could not be used due to lack of surgery equipment.
"But I don't understand the logic. Why is it that they have the money to build it but no funds to purchase the equipment?" he asked.
He claimed that there have been cases in the past where patients died while waiting to be operated on.
Such is an extremely sad situation of the medical services in Sabah, he said Maijol said the district hospitals also lack in many things.
Citing a personal experience, he saw a young mother who has just given birth in Kota Marudu hospital lying on the floor with the new born baby.
"When I asked the doctor, he said there just aren't enough hospital bed for the patients," he said.
Given the scenario, he said it is unbelievable that the situation in Sabah is just worse as in undeveloped nations where health services and infrastructure is concerned.
To this, he asked what the Health Ministry and Health Department is doing to improve health services in the State.
At the moment the Ministry and Department's health development programmes for Sabah remain very unclear and confusing.
"I hope they will do something because the people of Sabah also want good health.
"We also want the medical facilities and services in Sabah to be on par with those in the peninsula," he said.
He said that they should also consider building more hospitals in Sabah.
This is because the number of poor people or hardcore poor in Sabah numbered more than those in West Malaysia, he said.
"Yet the number of hospitals there by comparison is far more than what we have in Sabah," he said.
Meanwhile, in the long term, he proposed the government should also seriously consider acquiring the army office and quarters next to QEHI.
Mahalnya Barang Dan Kos Kehidupan Kini!
KUALA LUMPUR, 23 Feb (Bernama) -- Bila harga minyak petrol naik, purata pengguna akan turut merasai kesan teori domino ke atas harga barang keperluan harian dan perkhidmatan.
Sejak kebelakangan ini kenaikan harga barang keperluan termasuk petrol seolah-olah menjadi perkara biasa namun ia membebankan kepada golongan berpendapatan rendah.
Pemilik kenderaan yang membayar RM1.85/liter untuk RON95 dan RM2.10/liter bagi RON97 pada Julai lepas kini membayar masing-masing RM1.90 dan RM2.50. Ramai pemilik kenderaan tidak begitu gemar petrol RON95, yang diberi subsidi tinggi, berikutan ia menjejaskan prestasi kenderaan sedangkan penggunaan RON97 meningkatkan perbelanjaan bulanan.
Harga bawang kecil dari India yang dijual pada harga RM4 sekilogram sebulan lepas kini dijual dengan harga RM14 di beberapa tempat, manakala harga sayur, ayam, ikan dan hampir semua barang keperluan telah naik sebaliknya tidak pula berlaku dalam pendapatan bersih orang ramai.
Ramai yang tidak sedar dengan kadar kenaikan yang begitu kerap hingga ada yang berputus asa dan hanya berharap harga akan stabil. Pada masa sekarang, para pengguna hanya membayar sahaja tanpa banyak soal kepada peniaga atau penyedia perkhidmatan kerana beranggapan harga mungkin akan naik lagi pada hari berikut.
PENGANGKUTAN YANG MAHAL
Kos pengangkutan awam bukan sahaja telah naik malahan menjadikan perjalanan sukar kepada pengguna.
"Teksi masih ada yang tak mahu guna meter untuk perjalanan dekat. Alasan mereka, tak berbaloi mengambil penumpang, kecuali perjalanan jauh atau pada harga yang dipersetujui dengan penumpang. Hakikatnya tambang tanpa meter lebih mahal daripada harga sepatutnya," kata Sawaliyah Mohd Nor yang terpaksa membayar kadar yang berlainan setiap kali menaiki teksi untuk pulang ke rumah, yang terletak hanya 7 kilometer dari sebuah stesen komuter di Lembah Klang.
Alasan pemandu teksi yang tidak mahu menggunakan meter berikutan kehidupan mereka tertekan kerana harga barang semuanya naik dan mereka perlu mencari lebih wang.
Selain itu, bayaran sewa harian teksi yang perlu ditampung serta harga minyak yang semakin naik, turut menjadi faktor tambang teksi lebih mahal daripada kadar sebenar.
Kalau teksi, yang menggunakan gas asli atau NGV yang lebih murah, pula memberi alasan masa yang perlu diluangkan untuk beratur mendapatkan gas itu setiap kali ia perlu diisi, sebagai satu kehilangan pendapatan.
TAK PERASAN
Ada juga yang melalui pengalaman harian yang berlainan kerana harga barang yang diperlukan seolah-olah tiada beza sejak setahun yang lepas.
"Saya sering makan di kedai yang boleh tahan cantik dan bersih tetapi tak sedar pula kalau harga makanan di sana lebih mahal ataupun tidak? Nasi putih dengan lauk ikan goreng, sayur campur dua macam dengan air lobak merah, lebih kurang RM7 saja. Berpatutan harganya bagi saya. Saya rasa masih mampu untuk terus makan di situ," kata pesara kerajaan Abbas Hasan, yang kini pendidik secara kontrak di Nilai, Negeri Sembilan.
Mungkin harga ini dirasakan berpatutan di Nilai berdasarkan jumlah pengunjung yang sentiasa ramai.
PILIHAN TEPAT
Seorang pelajar Universiti Malaya beranggapan harga barang tidak akan pernah turun.
"Semuanya semakin tinggi. Cuma kita perlu pilih dengan berhati-hati dan pastikan pembelian tidak melampaui bajet seharian," kata Mildred dari Sabah.
Seorang pengusaha gerai makanan Siti Gayah Muhammad menjelaskan bagaimana harga makanan yang dijualnya ditetapkan.
"Kita tengok harga bahan mentah untuk lauk itu. Harga bawang kecil dan besar, putih dan merah, sudah naik berlipat kali ganda, stok pun payah ditemui. Harga sebiji bawang besar Holland bersaiz sederhana ialah 40 sen. Saya beli juga sebab bawang besar India cepat rosak. Akibatnya, sama ada masakan perlu dikurangkan penggunaan bawang atau harga dinaikkan dengan membeli bawang mahal," kata Siti sambil mengacau masakan lemak cili apinya dalam periuk.
Walaupun pembeli berungut, ia terpaksa dilakukan untuk memastikan penjual tidak rugi dengan masakan yang tidak sedap.
HARGA RUMAH KEDIAMAN
Selain kos perjalanan dan makanan yang semakin mahal, tanpa disedari harga bumbung kediaman tempat berteduh juga semakin tinggi.
Beberapa syarikat pembinaan yang ditanya mengenainya, rata-rata menyatakan projek yang menjadi tumpuan syarikat lebih cenderung ke arah rumah mewah seperti rumah dua tingkat, berkembar dua dan banglo.
Sebuah rumah teres dua tingkat yang sederhana sahaja kini boleh mencecah harga sehingga RM1 juta di Lembah Klang manakala banglo pula berharga tiga hingga empat kali ganda jumlah itu.
"Tumpuan syarikat kami ialah rumah yang lebih luas dan selesa. Kualiti pembinaan sememangnya yang paling utama. Bahan yang digunakan juga mempunyai gred yang lebih tinggi. Inilah sebabnya mengapa harga rumah di Selangor lebih tinggi.
Bak kata pepatah, alah membeli menang memakai!" jawab seorang pekerja syarikat perumahaan ketika ditanya mengenai harga rumah yang 30 peratus siap di kawasan projek terbarunya di Shah Alam.
Apa yang menjadi persoalan adakah pembeli mampu membayar ansuran bulanan kalau hanya bekerja makan gaji memandangkan nilai pinjaman yang perlu diambil sangat tinggi.
KOS BELANJA HARIAN
"Orang yang tinggal di bandar, yang berkereta ke pejabat, perlu berbelanja makan tengah hari pada hari bekerja, bayar tempat letak kereta bulanan, ada sewa rumah dan punya keluarga beranak dua pasti sukar untuk menyimpan RM500 sebulan," kata Datuk Dr Ma'amor Osman, Setiausaha Agung Persatuan Pengguna Islam Malaysia, PPIM apabila diminta memberi komen tentang peningkatan harga barang dan perbelanjaan harian warga Malaysia masa kini.
Kalau ada pembantu rumah sudah pasti lebih besar perbelanjaannya. Dengan pendapatan bersama, kelamin beranak dua, berumur lingkungan 30 tahun, yang berjumlah antara RM7,000 dan RM8,000, jika ingin tinggal di pinggir bandar pun pasti tidak selesa hidup jika rumah semahal itu menjadi pilihan untuk ditanggung liabiliti membayar pinjaman sehingga 35 tahun lamanya.
Bayaran bulanan kepada bank swasta, jika pinjaman sebesar RM$1 juta itu diambil hari ini, akan ditolak lebih RM$5,000 daripada pendapatan bersih mereka, katanya.
MASALAH KEWANGAN
Dr Ma'amor berkata harga barang yang mahal sudah tentunya menggalakkan penggunaan kad kredit dan amalan yang sepatutnya dikikis.
"Pastikan bajet tetap sama. Jangan berikan peniaga satu mesej yang salah. Mereka yang berpendapatan tetap tidak dapat mencari jalan keluar sekiranya harga barang terus naik.
"Misalnya bawang yang menjadi bahan utama dalam hampir semua masakan tempatan naik mendadak baru-baru ini akibat kesan cuaca. Dan ini menjadikannya satu bebanan baru. Mereka yang berniaga tak berapa merasai tambahan beban ini kerana jika harga barang naik, peniaga turut naikkan harga jualannya kepada pengguna," kata Dr Ma'amor.
Beliau melihat kos perkhidmatan pengangkutan awam yang meningkat adalah sesuatu yang perlu dikawal dan dipantau supaya rakyat tidak terus terbeban.
Tambahan pula kenaikan gaji tahunan sekiranya diberikan bukanlah tetap dan kadarnya pada kebiasaan tidak melebihi 5 peratus.
Harga tiket bas ekspres ke negara jiran Singapura meningkat kepada RM95 sehala berbanding tidak RM75 tahun 2010, lebih murah hanya RM4 berbanding harga tiket promosi kapal terbang ke republik ini.
Alasan kenaikan harga ialah kerana musim cuti sekolah.
KEADAAN CUACA
Harga barang yang semakin tinggi tidak boleh disalahkan kepada peniaga dan pembekal semata-mata, begitu menurut wakil FOMCA.
"Bencana alam seperti banjir, gempa bumi dan cuaca kemarau yang melampau, yang melanda dunia, antara sebab kekurangan bekalan barang keperluan seharian. Lagipun kebanyakan sumber makanan negara ini diimport termasuk gula, tepung dan beras.
"Sudah lumrah, bila permintaan melebihi bekalan, pasti harganya meningkat secara semula jadi kerana bekalan yang teramat terhad ini," kata Mohd Yusof Abdul Rahman, pengarah komunikasi kumpulan gabungan Persatuan Pengguna Malaysia, FOMCA kepada Bernama baru-baru ini.
Walau apapun, pengguna perlu membuat pilihan keperluan dengan berhati-hati bila harga tidak stabil.
"Barang keperluan biasanya akan stabil pada harga baru dan sekiranya bekalan pulih seperti sediakala, adakalanya penurunan semula harga tidak mendadak berbanding ketika ia dinaikkan. Kadang-kadang ia tak berlaku langsung. Carilah alternatif kalau boleh," Yusof berpesan.
Warga pengguna yang bijak membuat pilihan dan sanggup bersuara pasti akan dapat mengubah keadaan masa kini kepada tahap yang lebih baik.

UPKO concerned over probe delay into ‘self-proclaimed sultan’
“Due to the gravity of the case, it is of paramount importance for the authorities concerned (including the police) to allay the public fears and concern of the existence of a ‘self-proclaimed sultan’ in our midst.
“Therefore any delay in the investigation is certainly a point of serious concern,” secretary general Datuk Wilfred Madius Tangau said.
Madius in a statement yesterday also urged the police to expediate the probe on the various reports including those which had specifically requested the police to investigate into several issues such as whether or not Akjan is a Malaysian and whether or not his act of calling on Suluks in Sabah to pledge loyalty to him instead of to the Yang di-Pertuan Agong was seditious or an act of treason.
He expressed the hope that the police would get Akjan to produce his identification documents and to finally determine on the possibility of the latter becoming a cult figure.
Madius said this when responding to Sabah Police Commissioner Datuk Haji Hamza Taib’s statement that investigations into the case was still on going and the police needed time to conclude their probe on Akjan.
“The investigation to establish whether or not Akjan is a Malaysian or not should not take a longer time than necessary because the relevant government department should make available Akjan’s citizenship information to the investigating authorities,” he said and reiteirated that any delay in the investigation was certainly a point of serious concern.
Madius reiterated UPKO’s consistent call for the setting up of a Royal Commission of Inquiry (RCI) into the allegation that foreigners had been issued with Malaysian identity cards by an alleged ‘Project I/C’ based upon the experience and performance of past investigations by the police into similar police reports previously lodged to ascertain the existence of the alleged project as well as the authencity of the identity cards issued.
“It is UPKO’s committed stand that only an RCI can establish the truth as to Akjan’s real citizenship, especially when it involved someone who had been previously detained under the Internal Security Act (ISA) for his involvement in a syndicate to issue identity cards to illegal immigrants like himself,” Madius stressed.
Meanwhile when commenting on the announcement by Deputy Education Minister Datuk Dr Mohd Puad Zarkashi that more teachers from the peninsula would be sent to Sabah and Sarawak, the UPKO secretary general said that the inability of the Ministry of Education to recruit the required number of Sabahans and Sarawakians to undergo the “Kursus Perguruan Lepasan Ijazah” (KPLI) despite having open interviews was something which UPKO viewed seriously.
Madius added that it was public knowledge that many Sabahans had applied to undergo the KPLI and had attended the interviews but were eventually rejected.
“In view of the situation and to respond to Dr Fuad’s concern, UPKO calls upon all unsuccessful applicants for the KPLI to either fax their rejection letters or to surf the party’s website www.upko.org.my for further action.
“Alternatively they can also post the letters to UPKO headquarters and we will forward them to Dr Fuad by way of a memorandum for re-consideration by the Ministry of Education,” he said.
Umno Sabah Mahu Sultan Sulu Dipecat
KOTA KINABALU, 17 Feb (Bernama) -- Umno Sabah mengesyorkan ahli perniagaan Datu Mohd Akjan Datu Ali Muhammad, yang mengisytiharkan dirinya sebagai 'Sultan Sulu Ke-33' baru-baru ini, dipecat daripada parti itu, kata Ketua Menteri Datuk Seri Musa Aman.
"Umno Sabah telah membuat ketetapan untuk mencadangkan kepada Majlis Tertinggi Umno supaya Mohd Akjan dipecat daripada Umno," kata beliau yang juga Pengerusi Perhubungan Umno negeri.

Masalah Tiga Bangunan Sekolah Di Tawau Yang Dilapor Tidak Selamat Perlu Perhatian Serius
TAWAU, 13 Feb (Bernama) -- Biro Pelajaran Pergerakan Pemuda Umno Malaysia meminta Kementerian Pelajaran memberi perhatian serius terhadap masalah beberapa bangunan di tiga buah sekolah rendah di sini yang dilaporkan tidak selamat digunakan.
Pengerusi biro itu, Mohd Gasing Saling berkata masalah yang dihadapi Sekolah Kebangsaan Bahagia, Sekolah Kebangsaan Kukusan dan Sekolah Kebangsaan Jambatan Putih perlu diatasi demi keselamatan kira-kira 1,000 pelajar sekolah berkenaan.
"Kita mahu tahu sama ada sekolah-sekolah ini mempunyai Sijil Kelayakan Menduduki (CFO) atau tidak. Jika ada, jabatan-jabatan terlibat yang meluluskannya perlu bertanggungjawab," katanya dalam satu kenyataan di sini Ahad.
Mohd Gasing berkata demikian sebagai mengulas kenyataan Pengarah Pelajaran Sabah Datuk Dr Muhiddin Yusin semalam yang mengesahkan telah menerima perakuan daripada Jabatan Kerja Raya (JKR) bahawa beberapa bangunan di tiga buah sekolah rendah berkenaan tidak selamat.
Dr Muhiddin berkata pada masa ini pihaknya terpaksa menggunakan bangunan sekolah yang dianggap tidak selamat setakat yang boleh bagi membolehkan pelajar sekolah meneruskan pembelajaran seperti biasa.
Mohd Gasing mencadangkan supaya bangunan sekolah yang dikenal pasti mempunyai peratusan tidak selamat diduduki yang tinggi supaya dikosongkan demi keselamatan pelajar dan kakitangan sekolah.
"Selain tiga sekolah ini, kita lihat ada sekolah lain yang berada dalam keadaan daif dan dikhuatiri (beberapa bangunannya) tidak selamat seperti Sekolah Kebangsaan Bandar 1 dan Sekolah Kebangsaan Kalabakan. Kita berharap pemeriksaan turut dilakukan ke atas sekolah-sekolah ini," katanya.
Pendapatan Pekebun Kecil Getah Mencecah RM15,000 Sebulan - RISDA
KOTA BAHARU, 30 Jan (Bernama) -- Pihak Berkuasa Kemajuan Pekebun Kecil Perusahaan Getah (RISDA) berkata pekebun kecil getah yang mengusahakan tanah seluas dua hektar kini mempu memperoleh pendapatan sehingga RM15,000 sebulan.
Timbalan Ketua Pengarahnya, Datuk Ali Nordin Whiduddin berkata pekebun mampu memperoleh pendapatan harian sebanyak RM496 berdasarkan hasil 80 kilogram getah dijual pada harga RM6.20 sekilogram.
"Pendapatan harian itu adalah bagi kawasan dua hektar yang mereka usahakan...kalau mereka mempunyai kebun yang lebih luas, maka pendapatan mereka juga lebih besar," katanya kepada pemberita selepas merasmikan Seminar Mengoperasikan Amanat Ketua Pengarah 2011, di sini.
Ali Nordin berkata kebanyakan pekebun kecil mempunyai tanah seluas dua hektar dan mengusahakannya sendiri berikutan peningkatan harga bahan komoditi itu di pasaran dunia.
"Di Kelantan harga getah lebih tinggi iaitu RM8 sekilogram, bererti pendapatan pekebun kecil di Kelantan lebih banyak, yang kita kira tadi purata harga di peringkat nasional," katanya.
Beliau mensasarkan menjelang 2020 pendapatan golongan pekebun kecil di negara ini lebih besar ekoran kenaikan harga getah di pasaran yang kini mencecah RM16.46 sekilogram.
Ditanya mengenai perbezaan harga di pasaran (RM16.46 sekilogram) dengan harga yang dijual oleh pekebun iaitu RM6.20 sekilogram, beliau berkata "umpama jual padi dengan jual beras, mesti jual beras lebih mahal dari jual padi," katanya.
Ali Nordin berkata jumlah pengeluaran getah negara pada tahun lepas bernilai RM25 bilion berdasarkan harga RM10 sekilogram dan jumlah itu dijangka bertambah berikutan kenaikan harga di pasaran dunia.

Man fined for using son’s birth certificate to register MyKad for foreigner
January 15, 2011, KOTA KINABALU: A local man from Nabawan who used his son’s birth certificate to register an Indonesian man as a Malaysian, was fined RM5,000, in default one year’s jail by the magistrates’ court here yesterday.
Magistrate Nuruhuda Mohd Yusof imposed the fine on Paliton Takurang, 35, after he pleaded guilty to using his son Eson’s birth certificate to register a MyKad for Asri Samsuddin at the National Registration Department (NRD) at the Federal Building, Jalan Sulaman on Jan 10.
The unrepresented accused was charged under Section 25 (1) (b) of the National Registration Regulations 1990 which carries a maximum three years’ jail or a fine of between RM3,000 and RM20,000 upon conviction.
Prosecuting officer Chief Inspector Lim Swee Beng said that on the same day at about 1.30pm, a complainant who is a senior officer of NRD saw two men, Paliton and Asri, went to the counter to register something.
After that, the officer arrested them as Paliton wanted to register a Mykad for Asri using Eson’s birth certificate which was believed fake.
Lim then said that police investigation revealed that Paliton had sold the birth certificate to Asri for RM1,500 and his son was believed dead.
So easy for foreigners to attack, destroy and conquer M'sia

A foreign enemy, if at all there was one, need not come guns blazzing or parachute its para-military forces on our shores to lay siege to the country. Nor do they even have to go to the laborious extent of paralysig our financial economy.
All an enemy has to do is to create a racial or religious propaganda and the entire lot of Malaysians will be up in arms against each other's throat.
Pandemonium will break out. And the enemy just has to watch from the sidelines as Malaysians kill, burn and loot to finish off their fellow citizens.
And once we become so imbued with our racial-religious battles, the eyeing enemy will move in and have the country in their palms. They do not even have to roll in their battle tanks and bazookas.
Sounds like some far fetched fiction? Crazy thoughts? No. The writings are all over the wall around us.Our race-religion divisiveness, lack of understanding, heightened levels of intolerance, extremist thoughts, political control over religion -- all of these have set our nerves all rilled up so tight that we can easily go ballistic even if it is a single-line sms (texting) pitting any paticular religion or race against another.
Despite living together as a one nation of people since independence, we have failed to see rationally and emotionally beyond the lines of race and religion. Somebody has been exploiting all Malaysians for far too long using the race and religion cards. And we have collective as a nation of people fallen victim.
Today it is so damn easy to get Malaysians to war against each other. Surely somebody has to take responsibility for this acrimonious state of affairs?
We are indeed facing extremely vulnerable moments in our history. It is no exaggeation that we are at a peaking point before all hell breaks loose. Pray there will be a savior leader and truly virtous followers who can put us all on the right course so that we do not end as easy targets to any foreign power with conquest in their mind.
World Bank identifies critical issues of Sabah accurately
KOTA KINABALU November 11, 2010: The World Bank has accurately identified poverty and regional disparity issues as the main critical concerns of Sabah.
Assistant Minister in the Chief Minister’s Department Datuk Nasrun Mansur in disclosing this, believed the World Bank team had managed to gather all the relevant information needed to ensure the State’s development needs and challenges have also been taken into account in their report.
“We are indeed very fortunate to capitalize on the World Bank’s vast experience in addressing these issues to advise us on the most holistic approach to address these challenges.
“The Malaysian government to a certain extent has made much progress in its efforts to reduce poverty and narrow the regional disparity within the state of Sabah. Hardcore poverty in the state has reduced from 6.5 per cent in 2004 to 3.7 per cent in 2007 and it is targeted to be eliminated by end of this year,” said Nasrun at the launching of The Third Edition of Malaysia Economic Monitor Report – “Inclusive Growth” at Shangri-La’s Tanjung Aru Hotel yesterday.
According to Nasrun, health facilities and services have also increased with an additional 180 rural clinics established and increase in the number of hospital beds to 3,834.
Doctor-population ratio has also registered significant reduction from the ration of one doctor to 2,935 persons in 2006 to one doctor serving 2,464 persons last year.
He added the number of schools, including technical schools, had also increased to 1,277 this year.
“However, if we compare regionally with other states in Peninsular Malaysia, there are still much to be desired in terms of both hard and soft infrastructure including health, education and social facilities and services and human resource development.
“Deep pockets of poverty exist in certain socio-economic groups as well as in certain areas in the State, where the poor have least access to services and employment opportunities,” he added.
Through the National Government Program and the National Economic Transformation Program revealed recently, Nasrun said there had been much emphasis in rural development and human resource development as reflected in the National Key Result Areas.
He added a large sum of the development allocation would be channeled to the State to help uplift the living standards of the poor in particular through improving the supply of water and electricity, rural roads and so on.
“We are very fortunate as we have the World Bank team to brief, guide and advise us on the prevailing challenges and new challenges that are emerging as our nation prepares to progress into the league of high income nations.
“The World Bank Malaysia Economic Monitor Report with the theme of ‘Inclusive Growth’ will enlighten on how ‘inclusive strategies’ are necessary to confront these new realities,” he said.
World Bank: Sabah still the poorest
Kota Kinabalu, November 11, 2010: A World Bank report has confirmed that Sabah is still the poorest State in the country.
Although efforts by the Government have somewhat brought down the poverty line, the World Bank's 2010 Malaysia Economic Monitor (MEM) Report showed that Sabahans continue to struggle to make ends meet with this being more evident in the outskirts of town.
"Even though the levels have gone down, the deep pockets of poverty are here in Sabah," said World Bank Human Development Sector Director (East Asia and Pacific Region), Emmanuel Jimenez.
"Sabah has about 10 per cent of the Malaysian population but more than 40 per cent of all poor people in Malaysia live in Sabah."
Speaking after presenting the MEM report, Wednesday, he said if one were to compare that figure to that of Selangor, which has 20 to 25 per cent of the population, the percentage of poor people was drastically lower, which is less than 10 per cent.
"Whatever poor people remaining in Malaysia, many of them are here in Sabah, and most of them live in the rural areas (many involving ethnic) groups such as the Rungus, Suluk and Orang Sungai É according to the statistics, they remain very high," he said.
The World Bank's 2010 MEM report focuses more on the medium and long term challenges towards economic growth in Malaysia, with poverty and inequality being the angle.
Towards this end, achieving the nation's Vision 2020 goal of high-income status requires a higher growth rate than that achieved in recent years, Jimenez said, adding, the challenge is also to ensure that the benefits are broadly shared across all layers of Malaysia's society.
On the inequality point in Sabah, he said there were two aspects to this, one being that Sabah lags behind in terms of social indicators and the other being the disparity between people in urban and rural areas.
"I would have imagined that once you move away from the coastal area to the interior, the poverty rates remain very high É just from our own experience coming from the airport to the hotel, you don't see poverty but the statistics say there's a lot and there are huge disparities," he said.
Another factor that could affect productivity, hence Malaysia's vision, is that the people are paid poor salaries against the job they are doing.
"Those who are working maybe poor not because they're not working but working in low-paying jobs É so the question is how to increase their productivity."
World Bank Senior Economist (Asia and Pacific Department) Philip Schellekens, lead author of the report, pointed out that Malaysia had recorded tremendous successes in poverty reduction, in Sabah as well, in the past four decades.
"We've also seen inequality has improved in the country but it has levelled off at a relatively high level.
"In the first two decades following 1970, inequality fell quite dramatically and it remained at a very high level ever since," he said.
Touching a bit on Sabah, he said the State's economic performance has been somewhat insulated from the global development.
"(This is) because Sabah is not that exposed to the volatility observed in the manufacturing sector," Schellekens said.
The MEM report suggested a three-pronged approach to meeting Malaysia's aspirations -

KUALA LUMPUR, Aug 24 — Datuk Seri Nazri Aziz stepped up today to fill the palpable silence of his Cabinet colleagues over the racial uproar caused by two school principals, saying that the government should take severe action and show “zero tolerance” for such “racist educators”.
The Minister in the Prime Minister's Department skewered the opinion of Umno vice-president Datuk Seri Hishammuddin Hussein who had said the two school principals were merely a minority, by pointing out that there should be a “zero” number of racists in the education service.
“I agree with the public on this... it is frightening to see our educators behaving like that. Severe action must be taken – we cannot, in any way, tolerate this,” he told The Malaysian Insider today.
The issue exploded recently when the SMK Tunku Abdul Rahman Putra school principal in Johor allegedly said during a school assembly that the Chinese were not needed in the country and could go back to China.
She was also alleged to have likened the Indians to “dogs” for wearing their prayer strings which were similar to dog leashes.
Although her statement had caused an uproar, Education director-general Tan Sri Alimudin Dom claimed that the incident was a mere misunderstanding and had been resolved. The school principal was not reprimanded for her actions.
On the very day that Deputy Prime Minister Tan Sri Muhyiddin Yassin finally broke the government's silence by ordering a probe into the issue, yet another school head in Kedah was accused of uttering similar derogatory remarks.
The SMK Bukit Selambau headmistress was said to have accused the Chinese pupils of being insensitive to the Muslims for eating in the school compound during the Ramadan month and ordered them to return to China if they could not respect the cultures of other races.
Prime Minister Datuk Seri Najib Razak has remained elegantly silent on both incidents, sparking insult from the opposition that he was as meek as his predecessor Tun Abdullah Ahmad Badawi and was “afraid” to upset his own Umno men.
Hishammuddin, in the meantime, brushed off the matter by saying that the two principals were merely a “minority” and did not represent the majority of the country's school teachers.
“Minority? That is not the point. I don't care about that. It’s not about whether it is a minority — not even one person in the education service should be a racist.
“There should be zero tolerance for this,” said Nazri today.
He said he was “shocked” by the two incidents and was of the opinion that it did not matter if the two teachers were Malays or Muslims.
“Who cares about their skin colour? So what if they are Malays? So, we protect them then? No way. It is what they said that should be our concern. When they cross the line, severe action must be taken,” he suggested.
Nazri however admitted that the matter was not under his jurisdiction and would not say if he meant that he wanted both principals to be sacked from the service entirely.
“I do not want to interfere but to my personal opinion, this is unforgiveable. That is why I say – severe action, whatever it is, must be taken. We cannot have these kinds of people in our community.
“If it had been my teacher, I would have smacked his face. You are a teacher and you are supposed to be teaching us right things but yet, you talk like this,” he said.
Nazri noted that the government's failure to respond quickly and appropriately on the matter would only encourage more acts of racism by others.
“Yes, of coure they would be encouraged. That is why I said I want zero racists in the teaching service. No teacher, not a minority but not even one person, should be behaving like this.
“And it is not about the skin colour... if anyone, whether Malay, Chinese or Indian, behave like this, it is still wrong,” he said.
Nazri would not comment on the Prime Minister's silence on the matter.
When asked for his opinion on the status of the country's race relations, Nazri was quick to point out that the only problem lay with the nation's leaders.
“Nothing wrong with the rakyat... only the leaders are getting all racial with one another. On the ground, the people are mixing well,” he said.
The Padang Rengas MP pointed out that in his constituency, there were no problems between the different racial communities.
“They work well together. Only the leaders are talking a lot and behaving badly. That’s why I always believe that it is better for them to shut up and just go and work,” he said.
Umno, MCA and Malay rights groups like Perkasa and the Malays Consultative Council (MPM) have been openly squabbling with one another recently after MCA demanded for the abolishment of the 30 per cent Bumiputera equity target.
Nazri had earlier stepped in to scold all sparring parties, chastising them for washing their dirty linen in public.

Sejarah ringkas Masjid Nur Hikmah Kg. Silou
Surau Kg. Silou telah didirikan pada tahun 1991 yang telah diusahakan oleh Allahyarham saudara Aziz Wong Ang Koi bersama mantan Ketua Kampung Silou pada masa itu Tuan Hj. Jalil Gabat.
Tapak Surau Kg. Silou adalah merupakan “road reserve”. Peruntukan pembinaan bangunan surau dari kerajaan pada masa itu adalah sebanyak RM35 ribu ringgit.
Pada bulan Oktober tahun 2008 surau Kg. Silou telah dinaik taraf kepada status Masjid dan telah dinamakan MASJID NUR HIKMAH KG. SILOU.

PERMASAALAHAN
Masaalah Masjid sekarang adalah bangunan yang sudah lama dan lantai yang telah dimakan anai-anai, pendawaiana lama dan juga status tapak Masjid merupakan “road reserve”.
Keperluan semasa ialah tapak yang lebih sesuai, di cadangkan membeli lot di depan masjid sekarang dan di beri peruntukan pembinaan bangunan baru memandangkan pada masa ini masjid tidak lagi dapat menampung jemaah masjid yang semakin bertambah terutama semasa solat Hari Raya Aidilfitri dan Hari Raya Haji.
PENYELESAIAN
Kerajaan melalui JHEAINS telah meluluskan peruntukan sebanyak RM190,000 untuk membina sebuah masjid baru bagi menggantikan masjid lama. AJK dan jemaah Masjid Nur Hikmah Kg. Silou merakamkan bersyukur dan mengucapkan Alhamdulillah di atas peruntukan ini dan amat berharap pembinaan masjid baru ini dibuat secepat mungkin agar jemaah kariah masjid dapat menunaikan ibadah mereka dalam keadaan yang lebih selesa.

MAJLIS PENYERAHAN DANA WAKAF TUNAI
Q: One of the biggest problems Malaysia has is attracting FDIs. What are the things we need to do?
A: Prime Minister Datuk Seri Najib Tun Razak’s recent announcement on liberalisation have been tremendously helpful in building investor confidence for Malaysia. However, there are some investors who are taking a wait-and-see attitude to be convinced of actual implementation.
Previously, there had also been complaints about bureaucracy but this has improved tremendously. I have been getting good feedback from a lot of Arabs who are investing in Malaysia and thus I am bullish in the long-term on our ability to attract FDIs.
Attracting FDIs is not just about going abroad and doing roadshows to sell publicly-listed shares. The FDIs that Malaysia should be pushing hard to attract are those which clearly indicate a commitment for the long-term which result in real multiplier effects and benefits the country.
Malaysia can also be more effective in locking in FDIs by having a more streamlined, coordinated and systematic approach in which heads of states, government officials and private businesses target key investors and offer attractive investment propositions in strategic areas for Malaysia which maximises the short-term economic impact for Malaysia, but also fits the bill of sustainable development in the long-term.
It is also important that all Malaysians make the extra effort of explaining to investors about the potential of Malaysia and clarify some of the negative perceptions of our country.

Kerajasama Semua Pihak Penting Bantu Atasi Masalah Sosial - Musa Hassan
GEORGE TOWN, 27 Julai (Bernama) -- Kerjasama dari ibu bapa, anggota masyarakat, pihak sekolah dan pertubuhan bukan kerajaan (NGO) amat penting dalam membantu menurunkan kadar masalah sosial khususnya di kalangan golongan remaja di negara ini, kata Ketua Polis Negara, Tan Sri Musa Hassan.
Beliau berkata kerjasama itu perlu dititik beratkan oleh semua golongan ekoran kes seperti pembuangan bayi, penderaan, ketagihan dadah dan mat rempit semakin menular pada masa ini.
"Ini adalah berdasarkan perangkaan-perangkaan statistik yang banyak menunjukkan betapa seriusnya krisis akhlak yang melanda remaja di negara kita ketika ini," katanya di sini Isnin malam.
Musa berkata pelbagai pihak perlu memupuk kesedaran bahawa jenayah seperti itu tidak boleh dianggap sebagai remeh oleh masyarakat.
Beliau juga berkata hubungan antara komuniti dan polis amat penting bagi mendidik masyarakat bahawa pencegahan jenayah adalah tanggungjawab bersama dan ia merupakan satu perkara yang perlu dititik beratkan dalam apa juga aktiviti.
Timbalan Yayasan Pencegahan Jenayah Malaysia, Tan Sri Lee Lam Thye pula mencadangkan supaya satu perlaksanaan diwujudkan sebagai inisiatif memerangi jenayah serta mencipta persekitaran hidup yang lebih selamat.
Beliau berkata `inisiatif bandar raya selamat atau kejiranan selamat' yang merupakan suatu projek yayasan tersebut merupakan contoh kerjasama antara kerajaan dan NGO terhadap pencegahan jenayah melalui perancangan persekitaran dan pendidikan.

Dua Remaja Dihantar Ke Sekolah Pemulihan Akhlak Kerana Merompak
Sebarang Cadangan Mengenai Isu Pekerja Asing Perlu Dikaji
KOTA KINABALU, 20 Julai (Bernama) -- Sebarang cadangan mengenai cara menangani isu pekerja asing dan pendatang tanpa izin (PATI) perlu dikaji secara mendalam dan terperinci terlebih dahulu, kata Ketua Menteri Datuk Seri Musa Aman.
Beliau berkata semua faktor perlu dipertimbangkan dan diambil kira sebelum apa-apa keputusan dibuat mengenai cadangan itu.
"Ini bukanlah atas permintaan kita tetapi permintaan sektor swasta. Apa pun cadangan yang telah dikemukakan, kita mestilah buat kajian yang teliti, supaya ia tidak menyusahkan kita semula ataupun menjadi kemarahan rakyat," katanya kepada pemberita selepas mempengerusikan Mesyuarat Jawatankuasa Kerja Keselamatan Negeri di sini, Selasa.
Musa berkata demikian sebagai mengulas kenyataan Kementerian Sumber Manusia minggu lalu yang menyatakan kerajaan sedang mempertimbangkan kemungkinan pendatang tanpa izin sebagai pekerja asing bagi memenuhi permintaan tenaga kerja.
Cadangan itu merupakan salah satu daripada 51 cadangan di bawah makmal khas yang diwujudkan kementerian tersebut untuk menangani isu pekerja asing.
Persekutuan Pekilang-Pekilang Sabah (FSM) dan Persatuan Pemaju Perumahan dan Hartanah Sabah (Shareda) semalam telah menunjukkan reaksi positif terhadap cadangan tersebut.
Mengenai Operasi Bersepadu Fasa III yang bermula pada pertengahan Mei, Musa berkata sembilan siri dilaksanakan di sembilan daerah di seluruh Sabah setakat Sabtu lepas.
Beliau berkata 3,193 orang telah diperiksa dan daripada jumlah tersebut, 2,470 (77% !)orang ditahan.
"Bukan itu saja, malahan agensi keselamatan juga melancarkan tangkapan harian secara berterusan bagi menangani masalah Pati yang dibimbangi oleh rakyat di negeri Sabah ini.
"Kita akan buat operasi dari daerah ke daerah, agar tidak ada kawasan yang tidak diperiksa," jelas beliau.
Katanya pembangkang memang memainkan isu seolah-olah kerajaan tidak berusaha untuk menangani masalah Pati ini, tetapi sebaliknya operasi berjalan sepanjang masa walaupun tidak dilaporkan oleh media.
"Tidak semestinya setiap kali kita buat operasi, kita akan buat laporan media massa...Yang penting keselamatan dan kesejahteraan rakyat Sabah terjamin," jelas beliau.
Setiausaha Kerajaan Negeri Datuk Sukarti Wakiman berkata fasa ketiga ini akan berterusan sehingga hujung tahun ini dan akan diteruskan jika ada keperluan.
