BLOG ADALAH CATATAN HARI INI UNTUK RUJUKAN HARI ESOK...Silou bah ini...http://www.blogger.com/profile/06243238921868308139noreply@blogger.comBlogger6073125tag:blogger.com,1999:blog-420892719669044189.post-53433713792636381702013-05-10T12:05:00.001+08:002013-05-10T12:05:13.907+08:00PAIRIN IN THE RUNNING FOR DPM2?<p><a href="https://www.freemalaysiatoday.com/category/nation/2013/05/10/pairin-in-the-running-for-dpm2/" target="_blank"><font color="#0000ff" size="3"><strong>Pairin in the running for DPM2?</strong></font></a></p> <p><strong>Luke Rintod</strong></p> <p>Many believe that it would be a strategic move to kill off Pakatan Rakyat's inroads in Borneo if the PM appoints a deputy from Sabah.</p> <p><a href="https://www.freemalaysiatoday.com/category/nation/2013/04/12/pairin-to-defend-keningau-tambunan-seats/attachment/pairin/"><img style="float: left; display: inline" alt="" align="left" src="https://www.freemalaysiatoday.com/wp-content/uploads/2013/04/pairin.jpg" width="240" height="162"></a>KOTA KINABALU May 10, 2013: When former prime minister Dr Mahathir Mohamad declared earlier this week that Sabah and Sarawak should be given bigger representation at federal level, he must already have known that Prime Minister Najib Tun Razak was weighing the idea.</p> <p>Najib, according to Sabah ruling politicians, could well be considering appointing a deputy prime minister to represent the East Malaysian states of Sabah and Sarawak.</p> <p>Rumours have fired up the grapevine here that Sarawak and Sabah leaders Taib Mahmud and Musa Aman had concurred with the idea and had left Najib to decide which of the two it would be.</p> <p>The insiders claimed the reason was to deny rival coalition Pakatan Rakyat the opportunity of enticing BN’s 22 MPs from Sabah and another 25 from Sarawak to crossover.</p> <p>Much talk has been going on in the backrooms of these states and both Taib and Musa want this settled quickly.</p> <p>Pakatan, for the record, had pledged to appoint three DPMs to accommodate the Chinese and the East Malaysian communities, if it came to power.</p> <p><strong><font color="#ff0000">The inner circles in Umno argued that Najib now had an opportune chance to steal the idea from opposition leader Anwar Ibrahim and clamping any possibilities of defections in Sabah and Sarawak from BN.</font></strong></p> <p>They also see it as a strategic move towards consolidating support for BN in these two states which have seen massive inroads by the opposition. Sabah lost 15 state seats in last Sunday’s polls. Sarawak had lost a similar number in its state polls in 2011.</p> <p><strong>Pairin in the running</strong></p> <p>Meanwhile Sabah and Sarawak leaders seem unaware that nominees have been forwarded to Najib, especially from Sabah.</p> <p>Within Sabah Umno, there are at least three names being tossed about for the DPM post.</p> <p>The three leaders are Umno vice-president Shafie Apdal, former foreign minister Anifah Aman and seasoned politician Joseph Pairin Kitingan.</p> <p>Many observers here also believe that if Pairin is to be appointed, the credit will go to ex-premier Mahathir, who at his advanced age now, might be seeking some form of forgiveness for what he had done to Pairin years ago.</p> <p>They claimed this could be the best parting gesture for both the ageing leaders.</p> <p>So the pressure is mounting on Najib.</p> <p>He is seen as needing to do something to defeat Anwar, who is already being touted in Sabah and Sarawak as a new hope for East Malaysia.</p> <p><strong><font color="#ff0000">Najib nevertheless has other means to please those crucial numbers from Sabah. The two states may get more of their own be appointed to the federal cabinet.</font></strong></p> <p>But the question is will Najib remain PM for a longer period or stumble half-way in the curent cut-throat politics ripping through Peninsular Malaysia.</p> <p>According to political analysts here, the creation of additional DPM posts is an administrative process not requiring any amendments to the Federal Constitution.</p> <p>Some argued that even the current DPM post was not in the constitution.</p> <p>Meanwhile Sarawak too is believed to have already shortlisted its DPM candidates for Najib’s consideration. The candidates are believed to be Dayak and Melanau leaders.</p> <p>Observers claimed Najib’s advisers had pushed for the idea to negate Anwar’s offer of three DPMs to Borneo Mps at least until the next general election.</p> <p>Many believe with the imminent threat of crossovers, the next election may be called sooner than later.</p> <p><strong><font color="#ff0000">“What has Najib got to lose if he appoints three or even four deputy prime ministers now?</font></strong></p> <p><strong><font color="#ff0000">“In fact BN would be strengthened and immediately brush aside Pakatan’s offer for a three DPMs which it could not implement if it is in the opposition,”</font></strong> said an ardent local analyst who only wished to be known as Jimmy.</p> <p>Come what may, Najib must decide soon. However, Anwar told them to stay put in Barisan Nasional and contest the general election under the ruling party banner and then cross over after the general election.</strong></em></p> <p><strong>THE CORRIDORS OF POWER</strong></p> <p><em>Raja Petra Kamarudin</em></p> <p>09 May 2013: You may love Anwar Ibrahim or you may hate him. But one thing you must not do is to underestimate him. That would be a big mistake if you were a ‘struggling’ Prime Minister like Najib Tun Razak.</p> <p>Anwar knew that if Najib could not do better than Tun Abdullah Ahmad Badawi in the March 2008 general election then Najib would be in deep shit. Tun Dr Mahathir Mohamad would cut off his balls and nail it to the wall. (And Dr Mahathir is sharpening his knife even as you read this).</p> <p>So that was Anwar’s first aim. Even if you cannot take over the government just make sure that Najib does not get more than 140 parliamentary seats. And Najib did not do better than what Pak Lah did in March 2008. In fact, he did worse -- he won seven parliamentary seats less than in 2008.</p> <p>So now Najib is facing so much internal problems with Dr Mahathir breathing down his neck he no longer has any time or energy to worry about Anwar or about what Anwar is up to.</p> <p>And that works fine for Anwar as far as he is concerned. He can now distract Najib even further with his road shows that started last night in Kelana Jaya -- which means Najib now has two major battles to fight.</p> <p>Do you think Anwar can walk in to Putrajaya by organising rallies and road shows? Do you think the Election Commission will call for fresh elections just because Anwar says they must?</p> <p>If you believe that then you are sillier than I first thought. The Election Commission has just told Anwar to go screw himself. But that is not a problem because that is not Anwar’s real game plan. His real game plan is to <strong><font color="#ff0000">‘steal’</font></strong> the government through crossovers -- just like Barisan Nasional ‘stole’ it through election fraud.</p> <p>What Najib did not suspect was that some other Barisan Nasional leaders from Sabah and Sarawak wanted to follow Lajim Ukin and Wilfred Bumburing when they crossed over. However, Anwar told them to stay put in Barisan Nasional and contest the general election under the ruling party banner and then cross over after the general election.</p> <p>Many may have been puzzled as to why Pakatan Rakyat created such a mess in Sabah and Sarawak. Even a political novice knows that you need Sabah and Sarawak to march in to Putrajaya since these two East Malaysian states control 25% of the seats in parliament.</p> <p>Sabah and Sarawak will always control 25% of the seats even if they have only 10% of the nation’s population. That is what was decided in the Malaysian Agreement. (Hence the one-man-one-vote system cannot work in Malaysia because then Sabah and Sarawak can never have 25% of the seats in parliament).</p> <p>Anyway, Anwar is not as stupid as you may think. It may appear like he messed up in Sabah and Sarawak. Actually he was not interested to win Sabah and Sarawak through the ballot box because he knew that would be very difficult to do and you would be wasting a lot of time and money while achieving very little.</p> <p>Hence he just made a token effort in Sabah and Sarawak and did not worry too much about how many seats he would win. After all, he was not going to win that many anyway, other than the ones that DAP won in the predominantly Chinese constituencies.</p> <p>Of course he wanted Sabah and Sarawak. But he wanted them not through the elections. He wanted them after the elections once he knows how many seats he can win in West Malaysia and how more seats he needs to be able to form the federal government.</p> <p>So now, while the entire nation is focusing on the rallies that are going to be organised all over the country, Anwar is secretly negotiating with the Barisan Nasional Members of Parliament from Sabah and Sarawak.</p> <p>Pakatan Rakyat needs at least 23 more parliamentary seats to form the federal government. 25 would be better. Then Pakatan Rakyat would have six more seats than Barisan Nasional.</p> <p>Anwar’s<strong><font color="#ff0000"> ‘war room’</font></strong> masterminds are Dr Rahim Ghouse, Saifuddin Nasution, Johari Abdul and Azmin Ali. These are the people hatching all the plots and planning the strategies. They were also the masterminds behind the <em>Free Anwar Campaign</em>, which I headed from 2000 to 2004. So I have personally worked with them since more than ten years ago and I know how they do things and what makes them tick.</p> <p>So all of you who wish to scream and shout in the stadium rallies please continue to do so. I know it is great fun because we too used to do all this back in the old days. But do not expect anything great from that other than just having a good time.</p> <p>Those rallies are not going to allow Anwar to walk in to Putrajaya because no new elections are going to be called. Even the Election Petitions are not going to achieve much unless you have strong evidence of fraud -- and you do not.</p> <p><strong><font color="#ff0000">All the ‘evidence’ of election fraud is mere hearsay and rumours.</font></strong> There were no extra ballot boxes. Hell, there were no blackouts as well. So how do you win your court cases based purely on gut feel?</p> <p><strong><em><font color="#ff0000" size="3">Sabah and Sarawak know they are now the Kingmakers. If they stay with Barisan Nasional then Anwar is screwed. If they jump then Najib is screwed. But before they make the decision whether to stay or to jump, they want to know what’s in it for them.</font></em></strong></p> <p>Can they get extra federal cabinet posts? One Deputy Prime Minister’s post maybe? Can they see an increase in oil royalty from 5% to 20%? Can they get more autonomy like what the 18- and 20-Point Agreements promised them?</p> <p>So the horse-trading is now going on. Anwar is making his offers and Najib will have to counter-offer something better. So we may yet see Anwar become the new Prime Minister if Najib cannot better Anwar’s offer and the Members of Parliament from Sabah and Sarawak cross over.</p> <p>In the meantime, while all this is going on, Najib has Dr Mahathir to worry about while Anwar has to try to pacify Azmin to make sure he does not jump if he is not made the Menteri Besar of Selangor. If not then Anwar might as well abandon the negotiations because the crossovers from Sabah and Sarawak will be neutralised by Azmin and gang once they declare themselves ‘independents’.</p> <p>Sigh….and you want me to enter politics? Both states collectively delivered 48 seats to Barisan Nasional’s 133 tally which aided their contentious retention of the federal government.</p> <p>Speculations were rife, as early as Monday, that Chief Minister Taib Mahmud and Sabah’s Musa Aman were ‘fiercely’ lobbying for Najib to meet Borneo’s desire for a Deputy Prime Minister’s post and for more federal ministers posts to be given to Borneo’s Dayak community (which includes KadazanDusunMuruts).</p> <p>Yesterday, even as Sarawak Progressive Democratic Party (SPDP) chief William Mawan was rumoured poised for a federal position along with four-term Bintulu MP Tiong King Sing, another local party, Sarawak United Peoples Party (SUPP) had put in its call for its sole surviving MP Richard Riot to be made a full minister.</p> <p>SPDP retained all its four parliamentary seats and is expecting to be justly rewarded with more positions in the federal level. The party’s candidates in Baram – Anyi Ngau – and Mas Gading – Anthony Nogeh – had defied the odds to win their seats.</p> <p>In the last federal cabinet, SPDP had two deputy ministers – Jelaing Mersat (Transport Ministry) and Jacob Dungau Sagan (International Trade and Industry Ministry).</p> <p>Also on the same escalator with its demands is James Masing, president of Parti Rakyat Sarawak (PRS). PRS also retained all its five seats.</p> <p>SUPP, which was allotted seven seats however lost six – Stampin, Bandar Kuching, Sarikei, Sibu, Lanang – to DAP, and Miri to PKR. It retained Serian through Riot.</p> <p>Apparently Riot’s victory was due to the strong support given by the Bidayuh voters who form 83.2% of a 33,764 strong electorate, while Chinese form about 9.4%.</p> <p>In the 2011 state polls, SUPP, a Chinese majority party, did just as badly. DAP won 15 seats, mostly held by SUPP, while PKR wrested three.</p> <p><strong>Riot for ‘full minister’</strong></p> <p>Yesterday SUPP’s Central Working Committee (CWC) held an emergency meeting and strongly recommended that Riot, a Dayak-Bidayuh, be made a full minister.</p> <p>In the last parliament, SUPP had one minister (Peter Chin, Energy, Green Technology and Water) and two deputy ministers – Riot ( Foreign Affairs), and Yong Khoon Seng(Works).</p> <p>All in all, SUPP had five MPs in the last parliament.</p> <p>Riot, a six term MP, when contacted, said: “I leave it to the Prime Minister.”</p> <p>He however did add that the responsibilities that came with a ministerial-post would be “heavier” on him because he would also now be a <strong><font color="#ff0000">“sole voice”</font></strong> in parliament in voicing the Chinese community’s need as well as that of his Bidayuh community.</p> <p>It is speculated that Riot, aged 62, would likely takeover the Energy, Green Technology and Water ministry left vacant by SUPP president Peter Chin or the Plantation Industries and Commodities ministry portfolio.</p> <p>Chin who was Miri incumbent did not defend his seat and instead nominated his political secretary Sebastian Ting. The message read: <strong><em><font color="#ff0000" size="3">“Dear Tan Sri Simon Sipaun. I held you in the highest of regards. What I don’t understand is WHY ARE YOU SO BENT ON BRINGING UPKO DOWN?”</font></em></strong></p> <p><img style="float: right; display: inline" align="right" src="http://sphotos-b.xx.fbcdn.net/hphotos-prn1/p480x480/603607_555310471180944_174238734_n.jpg" width="187" height="280">Diana apparently was irked by Sipaun’s participation in Penampang PKR candidate Darrel Leiking’s campaign which hit out at Dompok. Dompok is the Penampang parliamentary seat incumbent.</p> <p>In a polite but firm reply to Diana, Sipaun who is also the chairman of Desah (Democracy Sabah) an NGO working to achieve a one-to-one fights between BN and the opposition in all constituencies in Sabah, said the former had <strong><font color="#ff0000">‘misconstrued’</font></strong> his position.</p> <p><strong><font color="#ff0000">“Dear (Puan Sri) Diana, I think you have misconstrued my position. I am not a politician. At no time did I ever have the intention of bringing down any political party. Even if I wanted to I will not be able to do it.</font></strong></p> <p><strong><font color="#ff0000" size="3"><em>“… <u>Sabah has known only one federal government for the last 50 years</u>. It may be called BN but it is basically Umno calling the shots.</em></font></strong></p> <p>He said that<strong><em><u><font color="#ff0000" size="3"> thousands of Malays have deserted Umno and that this was very telling.</font></u></em></strong></p> <p><strong><font color="#ff0000">“A Malay taxi driver told me <em><u><font size="3">‘Ini Umno tahu jaga kuncu-kuncu sahaja’</font></u></em></font></strong> (this Umno only knows how to look after cronies). After 50 years what have we got in Sabah?</p> <p><strong><font color="#ff0000">“There is a litany of them. But let me name a few.</font></strong></p> <p><strong><font color="#ff0000">“Sabah is inundated with illegals to the extent that the KDM used to be 43% of the state population 50 years ago <em><u><font size="3">now that figure is</font></u></em> <u><font size="3"><em>hardly 15%</em></font></u>. The KDM is at the risk disappearing altogether from the face of the earth,”</font></strong> he said.</p> <p>He added that the World Bank and UNDP data showed that Sabah was the poorest state in the country in terms of per capita income yet rich in natural resources.</p> <p><strong><font color="#ff0000" size="3"><em>“Employment opportunities are so limited that thousands of our youths had to leave for other places to find a living,”</em></font></strong> he said.</p><strong> <p>What happen to common sense?</p></strong> <p>He added that gas was found in Sabah yet it had to be transported through a gas pipe line 512 km long and costing in the billions of ringgit.</p> <p><strong><em><font color="#ff0000" size="3">Common sense and conventional business wisdom dictate that the processing plant should be located as near as possible to the source of raw material,</font></em></strong> he added.</p> <p><strong><font color="#ff0000">“I have seen houses of poor villagers which had been burnt by enforcement personnel. They lost their padi, gongs, documents, etc.</font></strong></p> <p><strong><font color="#ff0000">“What sort of uncaring government is this? Corruption is rampant and getting worse. Many rural people have no access to health, medical and educational facilities,”</font></strong> he said.</p> <p>He added that Singapore which was kicked out in 1965 should be thankful that it was ejected from Malaysia and noted that Brunei was wise for opting out.</p> <p><strong><font color="#ff0000">“BN which has never known what it is like to be out of power will do everything and anything to remain in power.</font></strong></p> <p><strong><font color="#ff0000">“I can go on and on but time does not permit. They laughed and did not take my comments seriously. One even joked that <strong><font color="#ff0000">“he meant it depends on who pays more.”</font></strong></p> <p>I felt slighted, of course, but I said nothing and walked away. To me, individual merits should have as much importance as which political ideology the candidate subscribes to. </p> <p>In light of the confirmation that DAP’s candidates can contest GE13 with the party's rocket symbol, we are now left to wonder how people would have voted if DAP’s candidates had been forced to contest under the logos of PAS and PKR respectively.</p> <p>It would have presented interesting questions that should be considered even if the RoS–DAP episode never occurred. Would you vote based on which party the candidate represents or the individual merits of the candidate themselves? The voters should remember that it is the party that forms the government, not the candidates,”</font></strong> Tun Dr Mahathir was quoted as saying.</p> <p>But then again, the party that forms the government comprises the candidates. These are the people who will be considering each Bill and proposed policy change which in turn will affect our lives and our country’s progress. </p> <p>They will be debating and arguing in Parliament on our behalf. Their personal leanings, what issues they feel strongly about (and don’t) would affect what things they would fight for and against the hardest, and vice versa — would your representative reflect what you actually want?</p> <p>So what sort of people we want to represent us in Parliament should matter as much as which party they belong to. Indeed, many grassroots leaders from both sides of the political divide appear to be well meaning, honest folks who genuinely care for the local community.</p> <p>We like them because they help us with our grievances, issues, problems, and they are also accessible. The only obvious difference between them is which political party they belong to.</p> <p>But as pointed out by a friend:<strong><font color="#ff0000"> “That in itself is a big difference ... what policies they support and champion.”</font></strong></p> <p>A valid point — what policies and which leaders the local leaders in turn support also reflects on them as representatives. Then again, if we put an absolute standard on policies, the candidates themselves would be redundant in voters’ considerations. </p> <p>Then why bother choosing and deciding who gets to contest which seats then? Why would some people decide to contest independently when not selected by their parties to contest?</p> <p>If you like a party’s policies but dislike some of the candidates they chose to represent them — as in the case of MIC members and a certain BN candidate — then there is a conflict. If you like a candidate as a person but have reservations about his party’s policies and leaders, there is a conflict. So how?</p> <p>It’s a complex consideration that I feel can never yield an absolute right or wrong no matter how many pixellated words we devote to discussing it. So let me end with a friend’s own words which I feel is a fair summary of voting considerations:</p> <p><strong><em><font color="#ff0000" size="3">“I for one am hoping for individual talent and calibre. So who’s left to vote for him?”</font></strong> a PKR source asked.</p> <p>A multi-cornered fight does not deliver him extra favours.</p> <p>In Ranau, state constituency Kundasang will be the battleground for six people from Star, PKR, SAPP, BN and two Independents.</p> <p>It is unclear if the Independent candidates are unhappy members of PKR, but sources claim that PKR’s Ranau candidate Jonathan Yasin is unlikely to get much help from those greenhorns contesting for the party in state seats under Ranau.</p> <p>In 2008, the opposition received more votes compared to the BN in eight Silou bah ini...http://www.blogger.com/profile/06243238921868308139noreply@blogger.com0tag:blogger.com,1999:blog-420892719669044189.post-19093636127893314102013-04-20T17:57:00.003+08:002013-04-20T17:57:38.837+08:00OPPOSITION PARTIES DOING BN A BIG FAVOUR<p><a href="http://www.theborneopost.com/2013/04/19/opposition-parties-doing-bn-a-big-favour/" target="_blank"><strong><font color="#0000ff" size="3">Opposition parties doing BN a big favour</font></strong></a></p> <p><strong>by Murib Morpi</strong></p> <p>KOTA KINABALU April 19, 2013: The widely expected decisions by Pakatan Rakyat (PR), Sabah Progressive Party (SAPP) and State Reform Party (STAR) to contest almost all the seats in Sabah, especially state seats, has given the Sabah Barisan Nasional’s (BN) chances of repeating its virtual clean sweep in 2008 a huge boost.</p> <p>With the decisions, the opposition parties are doing the BN a big favour and make winning for the ruling coalition much easier as only a handful of seats are going to see one-on-one fights, and the BN is expected to be the biggest winners in multi-cornered battles where opposition votes would be split.</p> <p>STAR Sabah yesterday said that for now it will contest in 35 state and 13 parliamentary seats but will add even more candidates just before nomination day tomorrow, as it expects <strong><font color="#ff0000">“turncoats”</font></strong> from both Barisan Nasional (BN) and Pakatan Rakyat (PR) to cross over to them.</p> <p>Judging from the lists of candidates announced by PR, Star and Sabah progressive Party (SAPP), voters in the State will yet again see a free for all election similar to the previous one held in 2008.</p> <p>In the last general election, the BN made a virtual clean sweep of all the 60 state and 25 parliamentary seats, losing only one parliamentary constituency and one state seat to Democratic Action Party (DAP).</p> <p>With the success of the Government Transformation Programme (GTP) initiated by Prime Minister Datuk Seri Najib Razak, leaders from the BN component parties here are already confident of repeating their outstanding feat.</p> <p>Out of the 48 candidates announced by STAR so far, 23 of them will be standing in areas which will also be contested by fellow state-based opposition SAPP, who have announced their own candidates for 41 state and eight parliamentary seats.</p> <p>Almost all of the seats that STAR had confirmed to be contesting so far will also be challenged by the national opposition pact PR who had also released their respective list of candidates.</p> <p>STAR president Datuk Dr Jeffrey Kitingan said they were supposed to announce a full candidate list jointly with USNO, in conjunction with the launch of the party’s manifesto yesterday.</p> <p>However, he said a decision was taken to delay the announcement after taking into consideration the fluidity of the situation and the changes taking place on the ground.</p> <p><strong><font color="#ff0000">“There are still more people coming in, we have to keep this confidential at the moment, but soon you will know from which BN component parties they are,”</font></strong> he said, adding that the rest of the line-up will be sorted out and announced by today, once the party has taken into consideration the emerging <strong><font color="#ff0000">“new development”.</font></strong></p> <p>Jeffrey however confirmed he will be standing in Keningau against his elder brother Tan Sri Pairin Kitingan, as well as the Bingkor state seat, which he had also contested but lost in the 2008 election under PKR’s ticket.</p> <p>He also said 90 per cent of STAR candidates would be new faces from among professional individuals, who were chosen based on their outstanding qualities and commitment towards the party’s struggle.</p> <p>At the event he also received membership applications from former PKR Sabah youth chief Jafery Jomion as well as several PKR members from Penampang.</p> <p>Previously, STAR was reported to be contesting at least 41 state and 15 parliamentary seats, with its president confident of the party’s chances despite the anticipated multi-cornered fights.</p> <p>STAR’s partner, USNO, also unveiled its own partial list, confirming candidates for eight seats, four of which will be also be contested by SAPP.</p> <p>The candidates announced were for state seats of Banggi, Sekong, Tungku, Kunak, Balung and the parliamentary seats of Semporna, Tuaran and Kalabakan.</p> <p>Its president, Datu Badaruddin Tun Datu Mustapha, said his party would announce three more candidates to be fielded for the Semporna seat seat as well as another candidate for the Silam parliamentary seat.</p> <p>At the press conference, Badaruddin also clarified that USNO is standing on its own and not under STAR, although two of its candidates will be contesting using STAR tickets.</p> <p><strong><font color="#ff0000">“We are standing on our own to prove to Umno and BN that USNO is still relevant in Sabah. Tamrin admitted that the prospect of multi-cornered fights is there.</p> <p><strong><font color="#ff0000">"I am in no position to speak on their behalf but yes there is a possibility,"</font></strong> he said.</p> <p>The ruling coalition swept the state in Election 2008, with the DAP winning only the Kota Kinabalu federal seat and the Sri Tanjong state seat.</p> <p>In 2008, Sabah and Sarawak became the ruling coalition's saving grace when it gave BN the majority it needed to form the government on a simple majority.</p> <p>BN had only won three seats more than its rivals in mainland Malaysia.</p> <p>Meanwhile, Yong said he would be contesting in the Likas state seat replacing incumbent Deputy President Datuk Liew Teck Chan. SAPP is leaving the Kota Kinabalu Parliament seat to DAP to square off with the Barisan Nasional (BN) represented by Parti Bersatu Sabah (PBS).</p> <p>DAP is fielding its Sabah DAP Chief, Jimmy Wong who is also the former Sri Tanjung Assemblyman in Kota Kinabalu replacing Hiew King Cheu who will now stand in the Luyang state seat.</p> <p>For Api-Api, SAPP is fielding Datuk Wong Yit Ming, while incumbent Assemblywoman Melanie Chia is set to defend her Luyang seat.</p> <p>In another tactical move, incumbent Sepanggar MP, Datuk Eric Majimbun will not be defending the seat but, instead, go for the Inanam state seat.</p> <p>Contesting for SAPP for the Sepanggar MP seat is its Vice President Don Chin Hon Kiong. SAPP Sec-Gen. margin: 0px; padding-left: 0px; padding-right: 0px; display: inline; float: none; padding-top: 0px" id="scid:0a7b020c-2e51-4379-b078-a5387e1e26be:f46ca000-2da8-4002-b7ac-490e7f207a03" class="wlWriterEditableSmartContent"><a name='more'></a></div> <p>Even an ongoing inquiry into how hundreds of thousands of them had acquired citizenship during the Barisan Nasional coalition government’s rule of the state and how the state’s population had exploded as a result, would have had little scope to remedy the lack of harmony.</p> <p>But all that has changed in the past few weeks.</p> <p>It has put two federal cabinet ministers at odds.</p> <p>The trio of Kadazandusun and Murut-based coalition members, Parti Bersatu Sabah (PBS), the United Pasokmomogun Kadazandusun Murut Organisation (Upko) and Parti Bersatu Rakyat Sabah (PBRS), have united to demand that all citizenship papers granted to those in the state be revoked and reissued to only those qualified to be citizens.</p> <p>Minister in the Prime Minister’s Department Mohd Nazri Abdul Aziz has rejected the demand on the grounds that it would be difficult for the federal government to issue new MyKad for those in Sabah, as demanded by the three KadazanDusunMurut-based BN parties.</p> <p><strong><font color="#ff0000">“It is just a suggestion by the parties, but I feel it is difficult to be implemented …  there are legal implications,”</font></strong> he said a week ago.</p> <p>His comments have again raised suspicions about the direction of the current Royal Commission of Inquiry into the issue and the federal government’s intentions.</p> <p>But his cabinet colleague, Bernard Dompok, the leader of Upko, is sticking to his guns, knowing that it is an issue that has widespread support among ordinary citizens in the state and perhaps the country.</p> <p>Repeating his call yesterday for the recall and review of all Malaysian identity cards that were issued in Sabah, the Penampang MP said he would take the lead to surrender his identity card or MyKad to the relevant authority.</p> <p><strong>Idea not new</strong></p> <strong></strong> <p>Dompok together with Joseph Pairin Kitingan of PBS and Joseph Kurup of PBRS say it is the best way to determine who are Malaysian citizens.</p> <p>The idea is not new.</p> <p>Former Sabah chief minister Yong Teck Lee who helms the Sabah Progressive Party (SAPP) which sits in the opposition proposed the drastic move more than a year ago.</p> <p>Dompok reiterated his and his fellow BN leaders’ stand when officiating the district level KDM Malaysia Idol auditions roadshow here on Saturday.</p> <p>The MP who is facing a tough challenge to retain the constituency for the BN, stressed that their approach was one way to weed out those ‘dubious citizens’ in the state who were originally illegal immigrants as well as foreigners who were granted Malaysian citizenship by the authorities for political reasons.</p> <p>Like Pairin and Kurup who claim they had anticipated the immigrants issue would pose a great challenge and burden to the state in various social areas including health, education and housing, Dompok said the repercussions were now being felt throughout the country.</p> <p><strong><font color="#ff0000">“It is a challenge because we will have to play host to foreign immigrants more than the country’s own citizens.</font></strong></p> <p><strong><font color="#ff0000">“So the resources of the country are divided to provide for the education, medical facilities of the people who have joined us.</font></strong></p> <p><strong><font color="#ff0000">“At the same time we are of course mindful that this country also benefits from the workers coming from abroad.</font></strong></p> <p><strong><font color="#ff0000">“However what we want is that those who come to Sabah have valid travel documents and not to enter the state through the back door and later obtain identification documents which legitimised them as Malaysian citizens,”</font></strong> he said.</p> <p>He also believed such a move could compliment the efforts of the ongoing royal inquiry that was agreed to by Prime Minister Najib Tun Razak.</p> <p><strong><font color="#ff0000">“This is a very serious matter and we have to surrender our IC and those who are really eligible to own a Malaysian identity card will be issued with a new one,”</font></strong> he said.</p> <p>As elections loom and pressure builds on the BN political parties in the state, the fate of the immigrants who came to Sabah hoping for a better life remains in the balance.</p> Silou bah ini...http://www.blogger.com/profile/06243238921868308139noreply@blogger.com0tag:blogger.com,1999:blog-420892719669044189.post-57623379880401563452013-04-01T09:52:00.003+08:002013-04-01T09:52:16.209+08:00HASSNAR: IC GIVEAWAYS SINCE 1981<p><strong><font size="3">Hassnar: IC giveaways since 1981</font></strong></p> <p></p> <div style="padding-bottom: 0px; As we near election day, bloggers, commentators and the occasional pundits are beating with increasing intensity to the same rhythms of change: <strong><font color="#ff0000">“it’s now or never”, “ubah”, “ini kalilah”</font></strong> and of course, how could you not forget, <strong><font color="#ff0000">“ABU!” [Asalkan Bukan Umno].</font></strong></p> <p>Analysts alike are expecting a repeat of the March 2008 Tsunami, but this time it’s back with revenge: Peninsula Malaysia is expected to see bigger gains to Pakatan Rakyat - with the bastions of BN in Negeri Sembilan, Pahang and Johor finally caving in to the <strong><font color="#ff0000">'winds of change'</font></strong>. As the tides of politics continues on its charging path, Anwar Ibrahim inches ever closer to Malaysia's first <strong><font color="#ff0000">"opposition"</font></strong> Federal government. </p> <div style="padding-bottom: 0px; margin: 0px; padding-left: 0px; padding-right: 0px; display: inline; float: none; padding-top: 0px" id="scid:0a7b020c-2e51-4379-b078-a5387e1e26be:6ae3ff67-aaa1-4fbb-82e5-1de3e54ff1ce" class="wlWriterEditableSmartContent"><a name='more'></a></div> <p>And yet, despite the inevitability of change, many anticipate that these electoral gains may not be enough to provide that much needed parliamentary majority. In pursuit for these last remaining seats, analysts and political strategists believe that the final frontline will be won, or lost, in Sabah - the last fortress of BN's 'fixed deposit'.</p> <p><strong>Winds of change sweeping Borneo?</strong></p> <p>As the political oven continues to heat up, we are increasingly seeing the battle fought openly in the sleepy state. Issue that irate Sabahans continue to pervade the news, blogs, and coffee shops: PATI (illegal immigrants), UMNO, underdevelopment, timber corruption, state autonomy, and the list goes on. The unfortunate Sulu incursion and <strong><font color="#ff0000"><em>RCI of Project IC has further 'activated' dormant voters</em></font></strong>, who were otherwise indifferent or fatigued to the politics of the state. It's no surprise then that, with an electorate ripe for change, victory is firmly within the grasps of Pakatan Rakyat - or is it?</p> <p>Despite the solidified angst against BN, history suggests that this may not mean an easy victory for PR. If the 2011 Sarawak state election is to go by anything, the packed ceramahs, sloganeering crowds and near unanimous aggravation certainly does not translate into votes for the opposition. </p> <p><strong>A Sarawak down memory lane</strong></p> <p>Looking back at the recent 2011 Sarawak state election, the much vaunted expectations fell embarrassingly short on election day: opposition gained a total of 15 of the 71 state seats - 12 of which were delivered by DAP and a paltry 3 by PKR. Although DAP saw significant gains in the urban areas, PKR suffered a major blow, losing over 46 of the 49 seats it contested. This is despite an election occurring within three years of the March 2008 Tsunami - with anticipations of that very Tsunami finally arriving in Sarawak. Justifiably, the question that should be asked is<strong><font color="#ff0000"> 'Why did this happen?'</font></strong> and given the shared geography, history and voter preferences: <strong><font color="#ff0000">'Will this trend continue towards 2013 elections in Sabah?'</font></strong></p> <p>Many factors have been flagged but a key reason for the upset, as touted by Pakatan Rakyat leaders, was the failure to agree upon seat allocations; this resulted in multi-cornered fights, allegedly<strong><font color="#ff0000"> 'splitting' and 'diluting'</font></strong> opposition votes that resulted in a BN victory. However, closer analysis of the voting results shows an overlooked fact: even if multi-cornered fights did not occur, the vote counts indicate that Pakatan Rakyat, namely PKR, would still have lost all but 1 seat in Sarawak. Similar trends were seen in the 2008 Sabah state elections, where PKR failed to come close to any victory in all but 3 seats contested.</p> <p>A further look at the results show that in many of the multi-cornered fights identified, PKR candidates were out-voted by DAP, local opposition parties and independent candidates - suggesting that the party may be a poor voting alternative, even within opposition. The voting trend speaks for itself: within East Malaysia, dissatisfaction against BN does not necessarily translate into a swing for PKR – unlike Peninsula Malaysia, the party will have to do more than win on<strong><font color="#ff0000"> 'protest votes'</font></strong> here.</p> <p><strong>Banking Locally </strong></p> <p>And yet, there is hope for the party. The few gains made by PKR, provide an insight into how the party may achieve its goals in the Eastern front. In both the Sabah and Sarawak State elections, results indicate that voters were won over by the candidates’ ties to their communities, rather than PKR's brand and struggle.  In Sarawak, the election of Baru Bian, See Chee How and Ali Anak Biju, were achieved through their long-known activism in Native Customary Rights and land rights.</p> <p>Similarly in 2008 Sabah Election, the only PKR candidates that came close to victory (Daniel John Jambun, Awang Ahmad Shah and Jeffrey Kitingan) were supported by their familiarity as long-time serving leaders and activists within their communities. The result show potential - and PKR has the potential to win, but only through banking on the history and community ties of its local leaders.</p> <p><strong>The PKR Brand</strong></p> <p>However, looking forward to the 13th General Election, one thing is for certain: the PKR brand by itself does not hold up its weight in East Malaysia. Given the strong parochial and<strong><font color="#ff0000"> 'regionalist'</font></strong> sentiments of Sabah and Sarawak voters, PKR continues to be viewed as a <strong><font color="#ff0000">'Federal Party' or 'Parti Malaya'</font></strong>, especially within the local bumiputera communities. </p> <p>Indeed the actions of PKR's Head Bureau, sidelining local leadership choices and decision making of its Sabah Branch, has not gone unnoticed: as one independent Sabahan columnist, Erna Mahyuni, opines: <strong><em><font color="#ff0000">“I wouldn’t be surprised if Datuk Seri Anwar Ibrahim attempted to parachute another West Malaysian in to lead Sabah PKR like he did with Azmin Ali. What next? Azmin Ali as Sabah chief minister? If that happens, I am surrendering my passport and moving to the Philippines.”</font></em></strong></p> <p>The perception of Sabah PKR as a <strong><em><font color="#ff0000">"toothless body helpless to even choose its leaders"</font></em></strong> adds fuels to the perception of PKR and Anwar Ibrahim himself is continuing another <strong><font color="#ff0000">‘Parti Malaya’.</font></strong> These sentiments may continue to grow, as allegations and aspersions of Anwar's role in Project IC and the establishment of Sabah UMNO continues to resurface. Looking forward, Anwar Ibrahim realises that PKR (and even his own) brand and struggle will not be sufficient to swing votes in Sabah; it comes as no surprise then, that the de-facto PKR leader has opted to pursue an alternative (some might say risky) strategy to Putrajaya.</p> <p><strong>Hot Cross BNs</strong></p> <p>Since re-entering the political arena, Anwar Ibrahim has undertaken a major political exercise to resurrect the careers of former Sabah UMNO politicians. The re-entry of these players provides that much needed <strong><font color="#ff0000">'established community history and local leadership experience'</font></strong> that is lacking amongst its existing candidates. The clout of these leaders and their affinity with the local community may reverse PKR's dismal performance in Sabah and Sarawak, particularly in Muslim Bumiputera areas.</p> <p>However, even this may not provide the sufficient number to reach Putrajaya; as a last remaining arsenal, Anwar Ibrahim is currently engaging with existing Sabah and Sarawak BN politicians to cross over to Pakatan Rakyat. Already 4 MPs have successfully defected, with more anticipated. Indeed mutiny is simmering within the state, as Sabah UMNO's own Salleh Said Keruak (current Speaker of the state's legislature) boasting ‘between 8 and 14 BN MPs (out of Sabah’s 25 seats) would leave BN’¹. </p> <p>The strategy is risky, and if successful, will secure Anwar Ibrahim the comfortable majority to form Federal Government; on the other hand if the strategy is unsuccessful (as seen in the Perak 2009 debacle), the crossovers will back-fire disastrously - it will certainly be defining the point of Anwar's political demise.</p> <p><strong>Reformasi-compromised</strong></p> <p>Already, the negotiations have soiled PKR's reputation in East Malaysia - they are reminiscent of Anwar Ibrahim own involvement in the infamous 1994 cross-overs, that resulted in the fall of Sabah's independent PBS government - and importantly, UMNO’s entry into Sabah. In Peninsula Malaysia, the cross overs may signal that the BN ship is sinking; however, here in Sabah, they conjure up the nightmares of a previous decade. </p> <p>No doubt with a successful crossover exercise, Malaysia will see a new Federal government - a final victory for more than a decade long struggle for Reformasi. Pakatan Rakyat supporters have argued that the Reformasi goal is so vital, that accepting BN politicians into the fold may be an essential means to a long awaited end. However, from the view of Sabahans and Sarawakians, the cross overs will mean one and one thing only: the same players of BN’s long standing politicians will continue to remain within their clout and power over East Malaysia. Yes, the Reformasi dream can be realised federally - but Sabah and Sarawak must be sacrificed under the yoke of its politicians.</p> <p><strong>Heading towards a PR disaster?</strong></p> <p>The political exercise has not sat well with local Sabahans, leading to the up-in-arms exit of its crucial local leaders, including the previously mentioned heavyweights Daniel Jambun, Awang Ahmad Shah and Jeffrey Kitingan. Furthermore, the strategy may be inadvertently doing the opposite of it's intent, strengthening the possibility of an ironic <strong><font color="#ff0000">'protest vote' against PKR</font></strong>; recent surveys conducted by Merdeka suggests this may be likely, particularly within Bumiputera communities and younger, professional-working Sabahans.²</p> <p>If the cross overs are successful, it will place immediate pressure on the remaining Sabah and Sarawak PR politicians:</p> <p>Are they willing to fully embrace BN politicians and parties as equals in Reformasi? </p> <p>Are they willing to ally and work, with those who they have fought their whole political lives against?</p> <p>Will they be able to put the party's interest, above the Rakyat's interest?</p> <p>Already we see murmurs within the coalition, with Penang DAP politicians pressing forward an <strong><font color="#ff0000">"Anti Hopping Law"</font></strong> and Karpal Singh's ever untimely comments <strong><font color="#ff0000">(“The DAP has always been against party hopping”).</font></strong> We may even see local politicians leaving Pakatan Rakyat in protest - as one Sabah DAP State Leader ominously decried: <strong><em><font color="#ff0000" size="3">"Why should anyone sacrifice for Anwar's ambitions?"</font></em></strong>³ Indeed, rather than being the answer, Sabah is turning out to be the source of many questions and doubt for both Pakatan Rakyat and Anwar Ibrahim. </p> <p>- Shashi Karu</p> <p><em>1. Regardless of who takes over Putrajaya, a critical and urgent issue is decentralisation. On account of over-centralisation of our political system, we read and hear of differences and conflicts between the federal authorities and the state and local governments. Invariably, the rakyat is always the loser.</p> <div style="padding-bottom: 0px; margin: 0px; padding-left: 0px; padding-right: 0px; display: inline; float: none; padding-top: 0px" id="scid:0a7b020c-2e51-4379-b078-a5387e1e26be:1c578286-2f98-45b1-9075-c97d6b80138e" class="wlWriterEditableSmartContent"><a name='more'></a></div> <p><strong>Federal vs state</strong></p> <p>For example, there is the problem of water treatment and supply which pits the Selangor state government against Syabas, the consortium which holds the concession to the water services of Selangor (Kuala Lumpur and Putrajaya). In their wisdom, the federal authorities during the Mahathir era decided to transfer the control of the supply and treatment of water from the state governments throughout the Peninsula to the federal authority.</p> <p>Ultimately, water services were privatised to concessionaires like Syabas while the regulation of these concessionaires came under the federal authority.</p> <p>Not only this, solid waste collection and maintenance, which used to come under the purview of the state authorities was also taken over by the federal authorities and privatised to three consortiums namely: Env Idaman, Alam Flora Sdn Bhd and Southern Waste Management Sdn Bhd. The federal government’s Solid Waste Management and Public Cleansing Authority (PPSPA) now acts as the overall regulatory authority. Only the state governments of Penang, Selangor and Perak have resisted this takeover.</p> <p>In Penang, we continue to hear complaints of how public transport, in particular the licensing and even the routing of buses in George Town, falls under the control of the Commercial Vehicles Licensing Board (CVLB), a federal agency, and that the hands of the Penang state government and the Municipal Councils are tied when it comes to resolving the transportation problems in the state. Apart from widening existing roads and proposing to build new highways (which have incurred the wrath of many Penangites), the Penang government has also launched free bus services (which do not need to be licensed by CVLB) as a stop-gap measure to reduce Penang’s traffic congestion.</p> <p>Of course, the issue is a political one. Not surprisingly, the Penang Barisan Nasional has taken out full-page advertisements announcing that it would build a monorail system in Penang should it take over the state in the coming elections. Presumably, federal funds will be forthcoming for such a project, assuming that the BN returns to power in Putrajaya; and assuming that the rakyatdesire such a solution. But what if…?</p> <p>As well, there is the dispute between the federal government and the Penang state government over the control and management of the Penang Port. In the latest version of this dispute, the Penang state government has offered to take over control of the ferry services which is currently under the control of Penang Port Sdn Bhd which is a subsidiary of the Penang Port Commission, a federal authority. In late 2012, it had been announced that the federal cabinet was in advanced negotiations with Seaport Terminal, owned by tycoon Syed Mokhtar Al-Bukhary, to privatise Penang Port to Seaport. The Penang state government called upon the federal cabinet to privatise the Port to the state government instead, apparently to no avail.</p> <p>Not forgetting, there had also occurred a dispute between the Pakatan-led Kedah state government and Universiti Utara Malaysia, which had not settled quit rent payments for the extensive UUM campus for about a decade.</p> <p>Apparently, when the Kedah state government was under the BN before 2008, this non-payment had not been an issue. But the rakyat suffered a loss in revenue.</p> <p>And of course, there is the ongoing dispute between the Pas-led Kelantan state government and the BN federal government over the payment of oil royalties to the state which has now ended in the Courts.</p> <p>This list could go on and on.</p> <p>The point is that there has been a centralisation of the Malaysian political system during these past 55 years since Independence. Yes, the Executive has assumed greater powers over Parliament and the Judiciary, the other two branches of our government. Yes, the Executive has also penetrated deep into the sinews of our Malaysian society so that many aspects of our everyday lives have come under the control of those in power in Putrajaya.</p> <p>However, too little attention has been given to how the federal government has also been accumulating and centralising powers at the expense of the state and local governments — to the detriment of our society and economy.</p> <p>Yet another sector that has fallen under the virtual monopoly of the federal authority (unlike in most under federal countries) is our education system. The Ministry of Education employs an estimated half a million teachers and administrators. In this day and age, can any organisation of such behemoth proportion function efficiently and effectively? Can it ever be world-class? No wonder there are so many complaints and criticisms of our educational system.</p> <p>Alas, too much criticism might have been focused on how the national-type and mission schools have been marginalised, how teachers are burdened with administrative chores rather than teaching, how the teaching of History and Moral Studies curriculum overemphasises Islamic concerns and the role of Umno leaders while non-Umno leaders and non-Islamic matters are largely neglected, etc. All these points are true. But perhaps the most important shortcoming of the educational system is its over-centralisation!</p> <p>We must reverse this process. Decentralisation must be put on the agenda again, whoever takes over Putrajaya. Otherwise, our development goals, democracy and good governance will be compromised.</p> <p><strong>Global turn towards decentralisation</strong></p> <p>Previously, in post-colonial societies, the focus of attention of politicians and researchers was on consolidating the centre to enhance national unity, national sovereignty and national development. Not surprisingly, the Centre ended up dominating the states or provinces, regions and local governments. Consequently, these lower levels of administration became dependent on the Centre. In some countries, for expediency, some measure of ‘deconcentration’ of functions, already decided upon by the Centre, was carried out by the lower level authorities, without any transfer of decision making powers to the lower level authorities.</p> <p>However, since the 1990s, the focus of attention of politicians and researchers has changed. For a process of decentralisation involving a devolution of decision-making powers to lower level authorities has occurred in many countries throughout the globe — from S Africa, Ethiopia, Sudan, S Sudan and even in war-torn Iraq, to Mexico, Argentina and Brazil, to India, Pakistan, Indonesia, Philippines, Thailand and even post-conflict Cambodia and Nepal.</p> <p>Indeed, in neighbouring Thailand, Philippines, Indonesia and Cambodia, great strides have been taken towards decentralisation by introducing new laws to devolve decision-making powers to lower levels of government; reintroducing local government elections; and sharing revenues and resources with the regional and local governments.</p> <p>This decentralisation process can take various forms. When the power-sharing arrangement between the Centre, regional and local is clarified in the Constitution, we call it a federal system.</p> <p><strong>Federalism</strong></p> <p>Federalism is practised in some 25 countries, accounting for 40 per cent of the global population. Among these federal countries are India, Canada, Australia, USA, Brazil, Argentina, Switzerland, Germany, Austria, Nigeria, South Africa, Sudan, South Sudan and Malaysia.</p> <p>Three major features characterise federalism:</p> <p>1. The Constitution recognises at least two levels of government. It is not the Centre that empowers the constituent unit (CU).</p> <p>2. The Constitution also defines the scope of relations between the Centre and the CU; again, this is not determined by the Centre. In this regard, the distribution of financial resources between the Centre and the regional and local governments is a critical consideration. If the CUs are not accorded enough financial resources via revenue collection, fiscal inequality results; and the CU ends up being financially dependent on the Centre — which jeopardises its ability to make decisions at the local level and to provide services.</p> <p>3. And in disputes between the Centre and CU, it is not the Centre but an independent arbiter – the Judiciary, Constitutional Court, Upper House, etc — that decides.</p> <p>Invariably, some federalisms are more decentralised (for eg. Canada, Australia, Germany, Switzerland, India after 1990), while others are more centralised (Malaysia and India before 1990). Democratisation and the resultant changing political culture can effect a redefinition of the relationships between the Centre and the CU as in the case of India, which since 1990 has evolved from a centralised to a decentralised federalism.</p> <p><strong>Why decentralisation?</strong></p> <p>First, beginning from the 1980s onwards, country after country in the former Soviet Empire, then Latin America and southern Africa, East and Southeast Asia, and most recently in the Middle East, began to democratise. Elected constitutional governments replaced one-person, one-party or military rule.</p> <p>This phenomenon has been described as the so-called ‘Third Wave of Democratisation’. For example, ordinary citizens in East and Southeast Asia, whom many researchers and political leaders had previously described as seemingly uninterested in politics (because they are Asians, not Westerners — sic) began to stand up. Not only are they interested in elections to determine who should be their political leaders via elections; they are also interested in shaping policies to ensure they are pro-people, not pro-elite. They even monitor those leaders and policies to ensure accountability.</p> <p>Often, this ‘awakening’ of the people is related to rapid economic growth and the rise of the educated middle-class, and growing awareness among ordinary people of what was happening in the world politically, all these processes hastened by globalisation.</p> <p>Second, insofar as most countries are multiethnic and/or multireligious, the minority populations in these plural societies also began to stand up. These minority populations were particularly attracted to political decentralisation, especially federalism. An important book entitled Federalism: An Introduction, published by Forum of Federation, an international grouping of federal countries explains that federalism is a mode of governance that seeks to ‘combine self-rule for regions and minority interests’ with ‘shared rule for general and common purposes’.</p> <p>India, which has practised parliamentary democracy almost uninterruptedly since Independence in1947, and experienced rapid economic growth for about two decades, has emerged as a ‘showcase’ for how the interests of the centre, regions and minority groups can be addressed purposively, without compromising economic development or democracy. As a result of redrawing the boundaries, the sub-continent now comprises 28 states and territories, and recognises 22 official languages (including Hindi and English). Many of these states have been held by Opposition parties, and many affairs of the states, including the educational systems, are conducted in the languages of the regions, apart from English and Hindi.</p> <p>Contrary to the claims of authoritarian rulers usually associated with the majority groups which dominate the central governments, devolution of powers or granting autonomy for minorities in the regions does not lead to secession. Rather, it is when power is not shared or autonomy denied that minority groups — like the Eritreans in the eastern part of the old Ethiopia; the African Christians in the southern part of Muslim-dominated Sudan; the Tamils in the Jaffna peninsula in Sri Lanka; the Malay-Muslims of Patani in Buddhist-dominated Thailand, or the Moros in southern Philippines dominated by a Catholic majority — resort to secession, often violently.</p> <p>Third, it is also easier for ordinary citizens to identify with local and state/regional governments than with Central governments located further away. Focus on lower levels of government offered not only more opportunities for participation, but more accountable and responsive governments too. Consequently, local and state/regional government elections have gained prominence and attention.</p> <p>And fourth, decentralisation also gained ground because it fosters good governance. It is obvious that the state-level, even more so local-level governments, are more aware of local complaints and problems and often more responsive to local needs. Social scientists call this ‘local knowledge’. Hence the planning and delivery of goods and services can also be more easily attuned to local needs. On the other hand, it is difficult to make the central government more accountable and responsive. Not least, they might not be aware, let alone understand local needs. Chances are, the central governments, will also be more easily subjected to elite capture, domination and the cronyism that accompanies such domination.</p> <p><strong>Principle of ‘subsidiarity’</strong></p> <p>The above fourth point is consistent with the principle of ‘subsidiarity’ which underscores any notion of good governance. Plainly put, ‘subsidiarity’ is the practice of disallowing the central government from taking over or monopolising a particular task — say, delivering water supply or electricity, running public transportation services or even schools and universities, if the task can be performed efficiently and economically by a lower level of government.</p> <p>Accordingly, in many mature democracies which believe in decentralisation, these utilities and services are performed by the local municipality or state authority, rather than by the central government. Because decision-making is localised, often involving local politicians, there develops community involvement in planning, monitoring and implementation because the community can identify with the policy and decision-makers. Not surprisingly, the practice of subsidiarity enhances local government elections which allow the community to participate in, if not take possession of the government machinery, at least at the lower levels.</p> <p><strong>Whither Malaysia’s federalism?</strong></p> <p>Unfortunately, Malaysia’s experience has been one towards greater centralisation, contrary to the global decentralisation trend.</p> <p>Ironically, Malaysia used to be more decentralised than its Southeast and East Asian neighbours. During the 1950s and 1960s, the state and local governments used to have greater autonomy and were involved in a wide range of activities and services including public transport, operating ports, public sanitation, sewerage, water treatment and supply, building low-cost housing, clinics, markets, etc.</p> <p>Local authority elections were also conducted, from the municipal councils to the town councils down to the local councils in the New Villages. In fact, the holding of elections to these local authorities preceded the introduction of elections at the federal and state levels.</p> <p>As is well known, a turning point occurred in the mid-1960s when local government elections were suspended and then abolished in the early 1970s. The introduction of the New Economic Policy, which was planned, implemented and monitored by the federal authorities was another turning point. Hence although a decentralisation process set in, in other parts of the globe, the federal government in Malaysia began to centralise more and more powers and functions under its wings to the detriment of the local authorities and state governments.</p> <p>It is only now, after the 2008 general elections, which saw the Pakatan Rakyat coming to power in five states, that this centralisation process has been questioned. Over these past five years, not only the PR-led governments but also civil society has been pushing for the restoration of local government elections and a restructuring of federal-state elections.</p> <p>As we approach GE13, listen to what the two coalitions are saying. One of the buzzwords of this election must be decentralisation.</p> <p>Decentralisation ultimately means decreasing the size and scope of activities and budgets of the central government and increasing the size, scope and budgets of local and state governments. The goal is deepening our democracy and moving towards good governance.</p> <p>Vote the coalition that promises a decentralisation that will restore our democracy and good governance. They demanded the unconditional return of Sabah in the name of the Sultanate of Sulu.</p> <p>Malaysian authorities took a soft stand to persuade these delusional militants to leave in peace and to avoid any bloodshed. Events turned nasty when two policemen were gunned down in cold blood. The army retaliated swiftly to end the crisis resulting in the deaths of 70 people. No Scud missiles were used.</p> <p>And just as Malaysia embarked on mopping-up operations to hunt down the remnants of the Royal Sulu Army and working overtime to return the Sabah situation back to normal, the Philippine government in an about turn has indicated that Manila has not dropped its claim on Sabah.</p> <div style="padding-bottom: 0px; margin: 0px; padding-left: 0px; padding-right: 0px; display: inline; float: none; padding-top: 0px" id="scid:0a7b020c-2e51-4379-b078-a5387e1e26be:31174710-7ce4-4752-9d59-c1e223c82410" class="wlWriterEditableSmartContent"><a name='more'></a></div> <p>Hopefully, in another few weeks Sabah would be back to normal and the incident forgotten, and Malaysia could go on living in peace and harmony. The 800,000 Filipinos are welcome to stay as long as they are carrying proper documents issued by the Malaysian or Filipino governments.</p> <p>Malaysia took in close to a million Filipino refugees running away from a devastating Civil War, clothed them, fed them and even gave them land on water to build water-villages. In addition we gave them jobs and citizenships, so that they could start a new life and call Sabah their home. These refugees have long given up hope on the Filipino government to care for their needs.</p> <p>It is quite apparent that the Aquino’s administration has no wish to see the cessation of hostilities. Maybe six weeks is far too short for them to capitalise on the Sabah situation for political gain.</p> <p>Arresting the perpetrators like the fake Sultan may rouse the anger of the Sulus, or else how can they explain their inaction, even though there is hard evidence pointing to their involvement?</p> <p>They are also pointing fingers at the opposition and insinuating a political conspiracy… And with an impending general election due this coming May, the combined votes of the Southern Filipinos means a lot.</p> <p>But sadly, reports from the Philippines indicate that it is far from over. The government seems to be taking over from where the loony Sultan has left of.</p> <p>His administration is embarking on another suicidal mission to ignite the sparks by going ahead to engage lawyers to stake a claim on the territory.</p> <p>Openly admitting that Manila has not given up its claim on Sabah, the Aquino administration is merely echoing the demented claims of a loony Sultan.</p> <p><strong>Thoughts of reclaiming Sabah</strong></p> <p><img style="display: inline; margin-left: 0px; margin-right: 0px" align="left" src="https://encrypted-tbn3.gstatic.com/images?q=tbn:ANd9GcTQVaYzOoyr_9sW61aTUTbyx8JDSpEJAO8rsnR1dUqI58jzEhlVD8IsnQ" />It is quite clear that the Philippines is harbouring thoughts of reclaiming Sabah, as reported by the Philippine Star quoting Cabinet Secretary Jose Rene Almendras. The daily also reported Aquino as saying yesterday that his administration was drawing up a roadmap to end the dispute over Sabah peacefully.</p> <p><img style="display: inline; margin-left: 0px; margin-right: 0px" align="right" src="https://encrypted-tbn3.gstatic.com/images?q=tbn:ANd9GcTvmBwCPWfL3DUztRasdr6lvcuy09ngbvWbmbfKAiqDPOZ91oTUVDEbow" />Justice Secretary Leila de Lima from the Philippine Department of Justice also said the government had not ruled out taking the Sulu group’s claim on Sabah to the International Court of Justice (ICJ), but was carefully studying the case as it did not want to strain its friendship with Malaysia.</p> <p>Yes, friendship is very important, but why wouldn’t Leila want to strain its friendship with us? Is it because, Malaysia had helped broker a peace deal in the southern Philippines?</p> <p>Hardly a year of peace has gone by, and already war mongering politicians are eyeing further south of Mindanao for any land worth grabbing?!</p> <p><img style="display: inline; margin-left: 0px; margin-right: 0px" align="left" src="https://encrypted-tbn2.gstatic.com/images?q=tbn:ANd9GcSWONEjg9QkForVvVYNtFw5x8v1SzGplHld15NYCncgwR3RtMi09VXboAT4" />Aquino’s insensitive statements will only lend credence to the MNLF and Suluks that Sabah rightly belongs to them, (and not to the Philippines) and to embark on another senseless guerrilla war. After all, the <strong><font color="#ff0000">“Sultan” </font></strong>has already given his blessings!</p> <p>President Aquino is now calling for negotiations to resolve the crisis and the claims dispute. But what peace talks is he talking about? Does he want Malaysia to stand down once again as the Royal Army continue to plan in peace their next <strong><font color="#ff0000">“hit and run”</font></strong> guerrilla attack?</p> <p>Meanwhile, their Senate seems to be deflecting attention to the events by asking the government to file a formal complaint with Putrajaya on the allegations of abuse of Filipinos.</p> <p>The Philippine government seems to be more alarmed at the potential refugees fleeing the war-zone. Aquino has reportedly ordered government officials to stock up on food supplies and step up humanitarian support to Filipinos including illegal emigrants.</p> <p>The aftermath of the crisis has resulted in untold damage to the economy of Sabah and the displacement of thousands of villagers, with many dead and wounded.</p> <p>But sad to say, the perceived exodus of thousands of Filipino refugees back to their war-torn homeland has yet to materialize. It goes to show that the Malaysian government is more humane and the alleged atrocities were mere fabrication by the Filipino administration.</p> <p>According to Malacanang Palace, the Sultanate of Sulu is defunct since 1936. Malaysians also believe the Kiram family are <strong><font color="#ff0000">“royal fakes”.</font></strong> A<strong><font color="#ff0000"> “crazy bogus Sultan”</font></strong> trying to start a war with Malaysia, and yet the Philippine government continues to give them due recognition by openly addressing them as Sultan which has gone into their heads.</p> <p>Their reckless misadventures are ricocheting back on the 800,000 peaceful and law abiding Pinoys residing in Sabah.</p> <p>With the body count well over 70, untold damage and misery caused to civilians, the Philippine government has yet to initiate any action to arrest and prosecute the Kiram family, who are still happily calling the shots in their modest palace.</p> <p><img style="display: inline; margin-left: 0px; margin-right: 0px" align="right" src="https://encrypted-tbn0.gstatic.com/images?q=tbn:ANd9GcTAs8cvVQfIA-eyQR7-Xvd8TEiLPPPRb4Ll_VNQ2hpi5rGfn77VNyNLiQ" />Boldly calling on his royal army to launch guerrilla attacks on Malaysian soil, the <strong><font color="#ff0000"><em>“crazy” Sultan</em></font></strong> is also claiming that they are now sitting targets for Malaysian commandos out to assassinate them.</p> <p>Malaysians are now resigned to the fact that the <strong><font color="#ff0000">“weird”</font></strong> Kirams are VVIP’s and do enjoy immunity from Filipino laws.</p> <strong> <p>Rekindling a new conflict?</p> </strong> <p>Haven’t they come to their senses that the last Civil War against the MILF militants have caused hundreds of thousands of casualties and destroyed the economy of the Philippines? It also caused hundreds of thousands of Sulu refugees to flee to East Malaysia to escape the conflict.</p> <p>But less than a year of a shaky ceasefire, war drums are starting to sound again by the opportunists in Manila, much to the excitement of the restless and bored freedom fighters raring to go into action?</p> <p>The Philippines is still reeling dizzily from its last war, and walking into any government office, banks, wet markets or shopping complexes is like walking into an airport security check where you will be constantly frisked for weapons.</p> <p>The Philippine government may not admit it, but where else in Asia or Southeast Asia has anyone come across such heavy security like in the Philippines?</p> <p>The Philippines should focus on improving the economic livelihood of its 90 million nationals before embarking on another foolish misadventure like the loony Sultan of Sulu.</p> <p>We need to leave the past behind, and focus on the future. <strong><em><font color="#ff0000" size="3">Sabahans made the right choice when they chose to join the Federation of Malaysia in 1963. At that time, Philippines were never an option and neither is it today.</font></em></strong></p> <p>Exactly 50 years later in 2013 a delusional <strong><font color="#ff0000">“Sultan”</font></strong> decides to revive the claim, and the Philippines government seems to be echoing and endorsing his stand.</p> <p><strong>A case scenario</strong></p> <p><strong><em><font color="#ff0000" size="3">Should this case ever go to the International Court of Justice, it would likely be thrown out as the ICJ has ruled before in favour of Malaysia on the Ligitan dispute with Indonesia.</font></em></strong></p> <p>In the unlikely event that a referendum be held among Sabahans to vote for cession from Malaysia, we believe the majority of KadazanDusuns including the 800,000 Tausugs would elect to remain in the Malaysian Federation, unless the Filipino government can guarantee Sabahans a better economic future and that Sabahans will not be forced to ply their labour throughout the world like Filipino maids and wandering musicians.</p> <p>And if somehow by a twist of fate, Sabah does revert to the Philippines, how long will it take for the Sulus to declare Independence from the Philippines?</p> <p>When is Manila going to realise that the Sulus just want Sabah for themselves and not for it to be part of Philippines? Apparently, it is not just the Sulus but the Philippines too are also greedily eyeing Sabah.</p> <p>In and about turn, Manila has given directives to all its agencies and Filipinos to call Sabah as a state that is not a part of Malaysian territory.</p> <p>It is quite clear that Manila is eyeing Sabah and harbours ill intentions of grabbing the territory. Even the Filipino refugees fleeing Sabah are now termed as displaced Filipinos and evacuees instead. So much for<strong><font color="#ff0000"> “sincere”</font></strong> Filipino diplomacy and friendly relations.</p> <p><strong><em><font color="#ff0000">It also shows that the “self-styled Sultan of Sulu” weren’t acting alone, and it smells of a big delicate and intricate conspiracy to reclaim Sabah through dubious means that led to the untimely deaths of 72 people.</font></em></strong></p> <p>Maybe Malaysia in turn, should invite Mindanao and the Sulu Islands in a referendum to join the Malaysian Federation. margin: 0px; padding-left: 0px; padding-right: 0px; display: inline; float: none; padding-top: 0px" id="scid:0a7b020c-2e51-4379-b078-a5387e1e26be:6803b90f-79de-4000-b08b-e557c330e0fd" class="wlWriterEditableSmartContent"><a name='more'></a></div> <p>The Chinese military drills in the southernmost part of the sea show that the Obama administration's <strong><font color="#ff0000">"Asia Pivot,"</font></strong> which the White House said will refocus U.S. defense assets from the Middle East to East Asia, has produced few results for countries such as the Philippines and Japan, says Michael Auslin, an East Asia specialist at the American Enterprise Institute.</p> <p><strong><font color="#ff0000">"We're losing credibility with our allies and friends by not getting involved,"</font></strong> he says. <strong><font color="#ff0000">"China has interpreted U.S. inaction as a green light to go forward."</font></strong></p> <p>The flotilla includes China's most advanced amphibious landing ship. Sailors on the ship's helicopter deck declared their loyalty to the ruling Communist Party and vowed to <strong><font color="#ff0000">"struggle arduously to realize the dream of a powerful nation,"</font></strong> said Xinhua, the Chinese state news agency.</p> <p>In 2010, China planted a monument on the shoal declaring it the Chinese territory of <strong><font color="#ff0000">"Zengmu Reef."</font></strong> The act was part of China's claims to all islands, fishing grounds and energy resources in a sea shared also by Vietnam, the Philippines and Taiwan. The South China Sea is also a major transit route for global shipping; half of all cargo in the world passes through the sea.</p> <p>Malaysia says China's claims are bogus and merely an attempt to seize resources such as possible oil and gas deposits that are well within the internationally recognized coastal territory of Malaysia.</p> <p>Stephanie Kleine-Ahlbrandt, Northeast Asia director for the International Crisis Group, a non-profit working in conflict prevention, said the naval exercise is consistent with China's <strong><font color="#ff0000">"shift from a land-focused power to a maritime power."</font></strong></p> <p>The strategy has been pushed over the past two years, during which China has grown more assertive over its maritime claims, she said.</p> <p>Gary Li, a senior analyst with IHS Fairplay in London, described the flotilla mission <strong><font color="#ff0000">"a surprisingly strong message"</font></strong> from the new Chinese leadership recently installed under President Xi Jinping.</p> <p><strong><font color="#ff0000">"It is not just a few ships here and there, but a crack amphibious landing ship carrying marines and hovercraft and backed by some of the best escort ships in the fleet,"</font></strong> he told the <i>South China Morning Post</i>, adding that jet fighters had also been used to cover the task force.</p> <p><strong><font color="#ff0000">"We've never seen anything like this that far south in terms of quantity or quality."</font></strong></p> <p>Auslin said the United States should respond in its longstanding role of ensuring the sea is not controlled by any single nation. margin-left: 0px; margin-right: 0px" alt="" align="left" src="http://www.freemalaysiatoday.com/wp-content/uploads/2013/03/malaysian-soldier_lahad-datu-300x206.jpg" width="200" height="141" /></a>KOTA KINABALU 29/03/2013: The federal government gazette to manage public security in Sabah’s eastern area could be both a blessing and a curse to Sabahans.</p> <p>The gazette which is officially called <strong><font color="#ff0000">“Preservation of Public Security Regulations 2013”</font></strong> was published on March 24 and contains four objectives, with 19 major regulations under five parts.</p> <p>While it failed to give details on how it will beef up security against foreign intrusions in Sabah’s east, the gazette did touch on a few major issues that are expected to be potentially controversial.</p> <div style="padding-bottom: 0px; margin: 0px; padding-left: 0px; padding-right: 0px; display: inline; float: none; padding-top: 0px" id="scid:0a7b020c-2e51-4379-b078-a5387e1e26be:f8852833-6053-404c-9c07-94eac2bedc5e" class="wlWriterEditableSmartContent"><a name='more'></a></div> <p>The gazette, published by the Attorney-General’s Chambers and signed by Home Minister Hishammuddin Hussein, has not been made public yet, but those who have seen it claimed it could be misinterpreted as Malaysia’s yet own unmaking of its sovereignty.</p> <p>Even the four objectives laid out under this gazette avoid touching on immigration reform, the main issue of contention here.</p> <p>Instead, the gazette states that the regulations are to ensure the well-being, public health and peaceful co-existence of the people in Sabah generally and the Eastern Area specifically.</p> <p>It also seeks to ensure and enhance the security and safety of the people in Malaysia generally, and Sabah and Eastern Area specifically.</p> <p><strong><em><font color="#ff0000">The Eastern Area covers 10 Sabah districts from Kudat, Kota Marudu, Pitas in northern Sabah to Beluran, Sandakan, Kinabatangan, Lahad Datu, Kunak, Semporna and Tawau in the south.</font></em></strong></p> <p><strong>Contentious provision</strong></p> <p>Strangely, the objectives of the gazette do not seek to deter any intrusion of foreigners or cleanse Sabah of illegal immigrants, the so-called <strong><font color="#ff0000">“mother of all problems”</font></strong> in the state.</p> <p><strong><em><font color="#ff0000" size="3">The gazette, however, provides instead the “resettling” of illegal immigrants in Sabah.</font></em></strong></p> <p>That comes under regulation No. 10 of the gazette which stipulates: <strong><font color="#ff0000">“For the purpose of preservation of public security, the government may order any person or group of persons, particularly person or group of persons who are illegal immigrants or stateless persons, to be resettled to an area to be determined by the government.”</font></strong></p> <p>The government is also empowered to run a special registration for those resettled people and provide them with accommodation and security.</p> <p>It further adds that the Malaysian government must consider the livelihood of the persons to be resettled in an area, most likely to be near existing settlement areas.</p> <p>The gazette permits district chiefs, native chiefs or headmen to raise concern or objection to the resettlement and obliges the government to take into consideration the concern or objection.</p> <p>Another potentially hot issue under the gazette is the provision to compel private entity to furnish any information to government agencies in the name of preserving public security.</p> <p>Regulation 8 stipulates it is an offence for a private entity to refuse furnishing information to the government.</p> <p><strong>District Officers now redundant</strong></p> <p>The corporate body or its director/manager/secretary, may be liable to be imprisoned up to six months. The director could be charged severally or jointly with the body corporate.</p> <p>The gazette establishes the setting up of two high-powered committees: the Eastern Sabah Zone Safety Committee and the Oversight Committee.</p> <p>The Eastern Sabah Zone Safety Committee will be chaired by Sabah Chief Minister Musa Aman and assisted by a chief executive officer. Selepas dua minggu Sabah mengisytiharkan kemerdekaannya, Sabah bersama-sama dengan Malaya, Singapura dan Sarawak telah membentuk Malaysia (bukan masuk Malaysia) pada 16 September 1963. Dalam erti kata lain, tanpa Tun Mustapha dan Tun Fuad Stephens Malaysia tidak terbentuk atau Malaysia tidak wujud.</p> <p>Namun begitu, pada tahun 1975 Tun Razak telah mendesak Tun Mustapha untuk meletak jawatan sebagai Ketua Menteri Sabah, sebab Tun Mustapha telah menolak atau tidak bersetuju dengan pulangan royalti minyak 5% kepada Sabah yang dicadangkan oleh Tun Razak.</p> <p>Tetapi, Tun Mustapha bukan sahaja enggan meletak jawatan sebagai Ketua Menteri Sabah, bahkan menuntut Tun Razak untuk memberikan pulangan royalti minyak 45% kepada Sabah, dengan alasan Sabah memerlukan wang yang banyak untuk membiayai pendidikan dan pembangunan.</p> <p>Tatkala Tun Mustapha enggan meletak jawatan, Tun Razak telah bertekad untuk menjatuhkan Tun Mustapha dan USNO. Yang demikian, Tun Razak telah menubuhkan parti BERJAYA untuk mencabar USNO.</p> <p>Seterusnya, Tun Razak telah mengarahkan Tun Fuad Stephens dan Tan Sri Harris Salleh untuk memimpin parti BERJAYA bagi menentang USNO dan Tun Mustapha.</p> <p>Mereka juga telah melancarkan pelbagai bentuk tuduhan fitnah jahat terhadap Tun Mustapha sebagai seorang pemimpin yang tidak bertanggungjawab, kejam dan bercadang untuk melantik dirinya sendiri sebagai Sultan Sabah.</p> <p>Ekoran dari itu, Tun Mustapha dan USNO kalah juga akhirnya. Lantaran kekalahan USNO kepada BERJAYA pada 14 April 1976, maka bukan sahaja royalti minyak 5% kepada Sabah ditandatangani, bahkan telah mengakibatkan kepada penyerahan besar-besaran hampir seluruh jabatan kerajaan negara Sabah termasuk Pulau Labuan kepada Malaya atas nama demi ‘Kerajaan Pusat’ dan ‘Integrasi Nasional’ apanama kononnya.</p> <p>Yang demikian, ia merupakan awal mula kepada penghancuran peradaban Sabah bermasyarakat, berkerajaan, bernegara dan akhirnya Malaya telah menjatuhkan status negara Sabah kepada status negeri pada 27 Ogos 1976 dan ternyata rakyat Sabah hanya mengangguk sahaja.</p> <p>Mengapakah rakyat Sabah hanya mengangguk sahaja kepada kemahuan, pelanggaran dan pencabulan mutlak Malaya terhadap ‘Perjanjian 20 Perkara’ dan ‘Perjanjian Malaysia 1963’ yang menjadi prinsip dasar kepada pembentukan Malaysia?</p> <p>Jawapan mudahnya adalah kerana Sabahan telah dilanda badai kekaburan jati diri dan identiti nasional atau sudah bankrap nasionalisme.</p> <p>Sesungguhnya, kekaburan jati diri, identiti nasional dan kebankrapan nasionalisme Sabahan, sama ada menggunakan alasan atas kehendak zaman atau hanya satu bentuk pengkhianatan kepada jati diri dan identiti nasional leluhur Sabahan silam, yang nyata telah mengakibatkan kepada kecairan dan kehancuran jati diri dan identiti nasional Sabahan sendiri, lantaran diasimilasikan ke dalam identiti nasional Melayu baru dan nasionalsme Malaya atas nama Malaysia.</p> <p>Sabah Dilanda Kekaburan Identiti</p> <p>Betapa, identiti nasional sering dianggap sebagai keadaan semula jadi dan anugerah Tuhan. Tetapi, benarkah begitu dalam situasi cabaran dunia moden? Pendekatan pemikiran dalam konteks dunia moden atau masa kini, begitu melihat identiti nasional sebagai pembinaan sosial. Dalam erti kata lain, identiti nasional boleh dibangun, dihancur dan dibangunkan semula.</p> <p>Menurut David Campbell (1998), identiti nasional tidak bersifat baku, kekal atau tetap, tetapi relatif dan mengalir. Justeru, pengembaraan untuk mencari identiti nasional tidak pernah mencapai ke titik akhir kerana bersifat berterusan.</p> <p>Yang demikian, David Campbell percaya, bahawa setiap orang tidak boleh mengecualikan dirinya dari proses pembinaan identiti nasional yang dimaksudkan.</p> <p>Lantaran itu, nasionalsme dalam konteks negara moden memainkan peranan yang amat penting untuk membina identiti nasional atau jati diri bangsa.</p> <p>Negara-negara moden yang merdeka dan berdaulat dengan serius dan dedikasi, tekun dan setia membina identiti nasional mereka sebagai bangsa yang wujud melalui pelbagai cara, tetapi saluran yang paling nyata adalah menerusi adat dan budaya, tradisi dan warisan identiti nasional leluhur silam mereka, yang disampaikan kepada generasi ke generasi berikutnya melalui pendidikan, sama ada dalam bentuk pendidikan formal mahupun tidak formal.</p> <p>Sehubungan itu, dalam usaha membina identiti nasional, sering dibandingkan dengan negara luar atau masyarakat luar, contohnya masyarakat Eropah, Afrika, India, Arab dan China.</p> <p>Lantaran itu, nasionalisme merupakan proses pembinaan identiti nasional. Dengan kata lain, dalam proses membina identiti nasional adalah perjuangan 'counter narrative' terhadap makna dari penjajahan dan penaklukan atau exploitasi dan penindasan.</p> <p>Dalam wacana politik penjajah, sejarah panjang eksploitasi dan penindasan telah melahirkan kesedaran baru bagi membina identiti nasional baru kaum terjajah. Namun begitu, rakyat Sabah (Sabahan) masih belum atau enggan menyedarinya.</p> <p>Dalam erti kata lain, identiti nasional baru kaum terjajah bermaksud pembebasan, kemerdekaan, kedaulatan dan pengwujudan sosial. Oleh itu, berdasarkan kepada kesedaran tersebut, maka projek nasionalisme telah dibangunkan untuk membentuk sebuah negara bangsa yang berdiri bersama dengan bangsa-bangsa yang telah merdeka dan berdaulat di persada dunia.</p> <p>Cabaran Kedaulatan Identiti Sabah</p> <p>Menurut Eric John Ernest Hobsbawm (1991), gerakan nasionalisme telah melahirkan bangsa, dan bukan bangsa yang melahirkan nasionalisme.</p> <p>Justeru, nasionalisme adalah projek membina identiti nasional sebagai applikasi dari promosi kemerdekaan dan kedaulatan bermasyarakat, bernegara dan berkerajaan yang akhirnya akan melahirkan identiti nasional baru sebagai bangsa baru, dalam erti kata keluarga baru masyarakat sejagat.</p> <p>Justeru, dalam konteks masa kini atau dalam konteks Sabah keseluruhannya sekarang, bagaimanakah cendekiawan dan pemikir politik Sabah dapat mengimplementasikan gagasan identiti nasional dan projek nasionalisme oleh David Campbell dan Eric John Ernest Hobsbawm ke dalam susun atur dan urus tadbir Sabah?</p> <p>Selanjutnya, bagaimanakah identiti nasional leluhur Sabah boleh dipertahankan agar dapat dihantar kepada generasi yang akan datang dengan selamat?</p> <p>Sedia maklum, bahawa identiti nasional Sabah sedang dikepung dari segala penjuru dan sudut pemusnahan, dan pemusnah terbesar identiti nasional Sabah adalah agenda jahat melayu baru Malaya.</p> <p>Maksud agenda jahat melayu baru Malaya dalam konteks Sabah adalah merujuk kepada apa yang dijalankan oleh mereka dalam bentuk operasi pemberian IC Projek kepada Pendatang Asing Tanpa Izin (PATI), yang datang dari pelbagai negara atas alasan demi Islam kononnya.</p> <p>Sehubungan dengannya, tidak syak lagi, bahawa ia merupakan ancaman terbesar kepada kehancuran identiti nasional Sabah, dan sekaligus sebagai wajah baru penjajahan dan penindasan Malaya terhadap Sabah, yang tendensinya adalah neo-imperialisme Malaya yang dibangun di atas puing-puing runtuhan kehancuran identiti nasional Sabah, yang juga ada kaitan dengan sikap pengamal politik Sabah sendiri yang bankrap nasionalisme.</p> <p>Justeru, para pengamal politik Sabah sekarang yang menjadi talibarut kepada parti-parti politik ‘Made In Malaya’ di Sabah adalah sinambung kepada proses pemusnahan total peradaban Sabah dalam segala bidang kehidupan sepanjang zaman.</p> <p>Sesungguhnya, kehancuran identiti nasional Sabah dari tendensi IC Projek Malaya tidak dapat tidak akan membinasakan generasi Sabahan yang akan datang.</p> <p>Lantaran itu, IC Projek Malaya di Sabah adalah perbuatan yang paling sadis, suatu serangan yang paling kejam terhadap generasi Sabahan yang akan datang, yang juga mungkin paling diingati dalam sejarah Sabah zaman-berzaman.</p> <p>Dalam erti kata lain, IC Projek adalah plot terbesar ekspedisi Malaya untuk menghancurkan identiti nasional Sabah, yang bagi saya ia akan meninggalkan penyesalan abadi.</p> <p>Justeru, pengamal politik Sabah, yang mendewa-dewakan parti-parti politik ‘Made In Malaya’ di Sabah, yang mendaulatkan ketuanan Malaya di Sabah, secara benarnya mereka adalah pencipta-pencipta menu dari makanan iblis untuk dihidangkan kepada generasi Sabahan yang akan datang.</p> <p>Yang demikian, dalam paradigma ringkas ini, saya ingin menegaskan, bahawa kemakmuran dan kesentosaan Sabahan bermasyarakat, bernegara dan berkerajaan sendiri tidak boleh datang dari luar.</p> <p>Oleh itu, Sabahan tidak boleh tidak, mesti belajar untuk memahami perjuangan politik sendiri, yang membolehkan Sabahan mengumpul kekuatan pada kekuatan idealistik seluruh Sabah.</p> <p>Selama ini, Sabah sudah terlalu banyak membuat pengorbanan demi kewujudan dan keamanan Malaysia, tetapi pengorbanan Sabah tidak pernah dihormati untuk dihargai, melainkan menambah koleksi kepentingan Malaya di Sabah dengan mencabul Perkara 20 dan mengkhianati Perjanjian Malaysia 1963.</p> <p>Yang demikian, Malaya bukan lagi ‘Rakan Kongsi Sama Taraf’ dalam Malaysia, melainkan penyangak yang tidak bertanggungjawab dalam Malaysia.</p> <p>Lantaran itu, Perjanjian Malaysia telah menjadi ikrar yang patah; janji yang patah secara besar-besaran. Ikrar dan janji yang tidak pun dipenuhi akhirnya, dan apa yang Malaya telah lakukan kepada Sabah? Sabah dirompak, Sabah dieksploitasi sehingga menjadi termiskin dalam Malaysia.</p> <p>Dalam erti kata lain, pencabulan dan pengkhianatan Malaya terhadap Perkara 20 dan Perjanjian Malaysia, tidak syak lagi, ia adalah penganiayaan terbesar dan paling keji terhadap ‘Kedudukan, Hak dan Masa Depan Sabah’ dalam pembentukan Malaysia.</p> <p>Oleh itu, jika Sabah mahu menggapai impian kemenangan muktamad di langit harapan baru kedaulatan bernegara, maka seluruh nasionalis Sabah hendaklah bergabung menjadi satu unit tunggal yang baru.
