MANILA, Philippines 18/03/2013- Followers of Sulu Sultan Jamalul Kiram III are not withdrawing from Sabah, and he has instructed them to conduct guerrilla warfare against Malaysian forces.

Kiram said yesterday the withdrawal of his army led by his brother Agbimuddin from Sabah was not an option.

“They are already in their homeland so why come back?” Kiram told reporters at his residence in Taguig City.

Abraham Idjirani, spokesman for the sultanate, said the struggle in Sabah would continue.

He said the unilateral ceasefire order issued by the sultanate had been lifted and the sultan’s army had been ordered to conduct “hit and run” operations against the Malaysians.

KUALA LUMPUR, Dec 1 (Bernama) -- Tenaga Nasional Bhd (TNB) has received a letter from the government that provides a fuel cost-sharing mechanism to address the current increased cost borne by the company due to the gas shortage.

In a filing to Bursa Malaysia Thursday, TNB said it, Petroliam Nasional Bhd and the government would each equally share the differential cost it incurred due to dispatching on alternative fuels and also imports, from Jan 1, 2010 until Oct 31, 2011 of approximately RM3.07 billion.

Kota Kinabalu Oct 16, 2011: National rice stockist, Bernas, said there has been a decline in padi production in Sabah since 2004 although the number of farmers and acreage registered with it had been increasing.

A puzzled Bernas Chief Executive Officer, Mohd Kamaluddin Haji Mohd Effendie, said: "Either the farmers are planting less, or are not able to plant more or yield more. We need to study and look at the root cause to understand what are the reasons."

He also noted that Sabah farmers are also ageing. "If you are ageing you might not be able to do more," he told Daily Express in an exclusive interview. Another reason could also be that they are shifting to other more profitable crops.

Unlike peninsula that is 70 per cent self-sufficient in the grain, he said Sabah's case was the exact opposite with sufficiency at only 30 per cent and 70pc having to be imported from Vietnam, Thailand and to a certain extent countries like India.

Katanya, sistem biometrik agak sukar untuk digunakan dalam keadaan tertentu terutama apabila berlaku gangguan bekalan elektrik semasa hari pengundian.

Dompok, yang juga Menteri Perusahaan Perladangan dan Komoditi berkata, dakwat kekal masih boleh digunakan dalam keadaan tertentu selain dapat mencegah pengundian berganda terutama di Sabah yang sudah sekian lama bergelut dengan masalah pendatang tanpa izin.

"Bagi saya, mana-mana pun tiada masalah tetapi yang mudah untuk digunakan ialah dakwat kekal," katanya.

WORRIES ABOUT THE CHANGING DEMOGRAPHIC OF SABAH

Is amnesty yet another Umno covert operation?

KOTA KINABALU July 15, 2011: Why is the Umno-led Sabah government repeatedly allowing multiple amnesty programmes for thousands of illegals in the state where legalised illegals already outnumber locals in population.

Posing this question, a puzzled former senator Dr Chong Eng Leong said since the 1990s, the Barisan Nasional government has been conducting an amnesty programme each time a hue and cry is raised over fears that the state is being overrun with illegal immigrants.

He said the multiple amnesties given to illegal immigrants eventually lead to permanent resident status and then citizenship and this encourages more to sneak in.

“The last one was from Aug 1 to Oct 31,  2008 for West Coast and early months of 2009 for East Coast.

“It was estimated that 150,000 illegal immigrants would come out but for West Coast alone 312,837 were registered.

“There was no final figure for East Coast. Within two years 500,000 or maybe more illegal immigrants managed to sneak into Sabah again.

“So what is the government’s real agenda behind the amnesty programme?” he asked.

Chong was commenting on a statement by the state secretary that the government is hoping to register 500,000 illegal immigrants during the July 18 to Aug 1 amnesty drive initiated by the federal government.

Senseless move

Chong said it did not make sense that the state government should continue to provide amnesty to 500,000 illegals when it has the power and means to stop them from entering the state in the first place.

He said the government was simply adding 500,000 more foreigners to the number of foreigners already in the state every few years and this has irreversibly overwhelmed the local population.

“As I have said umpteen times, Sabah is doomed as far as its sovereignty within Malaysia is concerned.

“May the Almighty have mercy on Sabahans especially the indigenous population.

“Where are the police who arrest people in yellow T-shirts or help pull down signboards but do not care a hoot about illegal immigrants roaming freely?

“Or do the police have to wait for instructions from superiors?”

The outspoken anti-illegal immigrant activist was puzzled why the state government was making no attempts to arrest and deport the large number of illegals .

He was especially baffled as to why the state government had failed to make good use of its existing power over immigration control to stop the federal government from granting citizenship to foreigners.

The author of “Lest We Forget”, the book on illegal immigrants and ‘Project IC’ issues, pointed out that sub-paragraph F2 of paragraph 16 in Chapter 3 (on Immigration) of the Intergovernmental Committee Report clearly stated that “Admission to Borneo State will not be granted to any other person or, class of person, whether from inside or outside Malaysia without the approval of the State concerned.”

And sub-paragraph F3 stated that “Any person whose presence in a Borneo State contrary to the provision of the paragraph above, or who’s presence is otherwise unlawful, whom the government of the state wishes to remove from the state, shall be so removed.”

“In other words, the final say in granting citizenship to a foreigner still lies in the hands of the state government.

“Hence, if the state government is really sincere and serious about safeguarding the sovereignty of the state and the wellbeing of its people, they should not hesitate to invoke such laws,” he said.

Changing demographics

Chong is not alone in his worries about the changing demographic of the state.

Several politicians have also voiced their uneasiness over the massive foreign footprint in the state over the years since the BN coalition has governed the state.

They cite the steadily growing impact this group is making in determining the future of the country as well as the competition in various fields  such as employment, business and education opportunities.

Brazen LDP joins chorus for oil review

KOTA KINABALU May 24, 2011: Sabah Barisan Nasional (BN) members are making bold calls for an amendment to the Petroleum Development Act 1974, to better serve Sabah.

The latest call came from the Liberal Democratic Party (LDP), which said it was time the resource rich state got a fairer deal from in the distribution of its own wealth.

Despite its natural wealth, Sabah is reportedly the poorest state in the country.

LDP joined the chorus on Sunday after fellow BN components Parti Bersatu Sabah (PBS) and United Pasokmomogun Kadazandusun Murut Organisation (Upko), issued statements urging the BN-led federal government to make changes to the Act to allow Sabah to get a bigger share of the resource.

Said LDP president VK Liew: “Thirty-seven years is a long time. A lot has taken place since in our state.

“The time is definitely ripe for a comprehensive review of the agreement reached between the state government and Petronas with regard to the cash payment in consideration of the ownership and the rights, powers, liberties and privileges given to Petronas under the 1974 Act.

“At the same time, we must also be able to negotiate in earnest the development of downstream industries as well as development of petroleum products to cater for our own industry players.”

Liew was speaking to reporters in Sandakan during his monthly mobile service meeting with his constituents.

There have been more vocal calls by BN politicians of late following a statement by the Sabah Oil and Gas Contractors Association pointing out that the Petroleum Development Act sidelines local companies involved in the oil industry.

Liew said that a lot has changed since the time the Petroleum Development Act was passed by Parliament in 1974 which provided for exploration and exploitation of petroleum on and offshore by the national oil company.

No exception

Under the Act, Petronas was given the entire ownership, rights, liberties and power to control and carry out explorations, and develop downstream activities and petroleum-related products.

Liew said the across-the-board rights were granted to Petronas in return for 5% cash payment to the state for the exploration and exploitation of petroleum “in our jurisdiction”.

However, the 5% cash payment is now being questioned.

“We have been voicing our concerns that such cash payment made to the state does not reflect the proportion of petroleum explored and exploited from our shores.

“Kelantan and Trengganu have been consistent in pursuing for more rights, powers and privileges in respect of petroleum explored and exploited in their shores.

“We are no exception except in the case of Kelantan, it has even pursued its claims in the court,” he said.

Liew added that as a result of Petronas monopoly, little downstream activities related to development of petroleum productst were being carried out in Sabah.

“This is a far cry from what the law has provided.

“Now that we have oil and gas exploration being carried out in Kimanis, it is only right that we should have more of the downstream activities and petroleum developments to cater for the expansion in this industry,” he said.

“To bring attention to our plight, we should have more and better qualified representation from Sabah to sit in the National Petroleum Advisory Council.

“We can express our views more productively,” he added.

PENAMPANG, 12 Feb (Bernama) -- Presiden Pertubuhan Pasokmomogun Kadazandusun Murut Bersatu (UPKO) Tan Sri Bernard Dompok mahu Suruhanjaya Siasatan Diraja ditubuhkan segera untuk menyiasat masalah imigresen di Sabah.

Katanya langkah itu perlu berikutan laporan bahawa seorang ahli perniagaan yang juga bekas tahanan Akta Keselamatan Dalam Negeri dari Sabah diisytiharkan sebagai pemerintah di wilayah Sulu di selatan Filipina.

Beliau berkata perisytiharan itu menyebabkan status kewarganegaraan ahli perniagaan yang berpusat di Kota Kinabalu itu, Datu Mohd Akjan Datu Ali Muhammad, menjadi persoalan.

"Saya berasa jelak (apabila mengetahui perkata ini). Anda tidak boleh membiarkan orang bebas ke sana ke mari di negara ini dan membentuk 'negara' mereka sendiri... ini tidak masuk akal," katanya kepada pemberita selepas melancarkan perkhidmatan klinik bergerak di sini.

Dompok, yang juga Menteri Perusahaan Perladangan dan Komoditi, diminta mengulas pengumuman baru-baru ini mengenai kerajaan sementara yang diisytiharkan sendiri oleh apa yang dipanggil Kesultanan Sulu, bahawa Mohd Akjan adalah keturunan langsung Sultan Sulu yang terakhir memerintah, Paduka Mahasari Maulana Al-Marhum Sultan Shariful-Hashim.

Mohd Akjan dikatakan telah diisytiharkan sebagai Sultan Sulu ke-33 dalam satu upacara tertutup yang dihadiri oleh sekumpulan 60 orang, termasuk pengikutnya dari wilayah Sulu, di rumahnya di Kampung Likas di sini pada 2 Feb.

Dompok berkata isu dua warganegara memerlukan siasatan menyeluruh dan beliau menggesa pihak berkuasa di Malaysia supaya memberi perhatian serius terhadap perkara itu.

UPKO Gesa Pembinaan Segera Sekolah Menengah Di Kampung Marak-Parak, Kota Marudu

KOTA MARUDU, 11 Feb (Bernama) -- Naib Presiden Pertubuhan Pasokmomogun Kadazandusun Murut Bersatu (UPKO) Senator Datuk Maijol Mahap mahu kerajaan persekutuan menyegerakan pembinaan sebuah sekolah menengah di Kampung Marak-Parak, kira-kira 40km dari sini.

Beliau berkata sekolah itu tidak hanya akan memenuhi keperluan pelajar dari Kampung Marak-Parak tetapi juga dari banyak kampung di sekitarnya.

Kampung terbabit termasuk Kampung Malangkap Darat, Malangkap Tengah, Serinsim, Kias, Bambangan, Mongis, Tandahawon, Pongopuyun Baru, Talamason, Tangkol, Sunsui, Pompodon, Polipikan dan Loguhang.

"Kami harap kerajaan persekutuan akan mempertimbangkan rayuan kami," katanya kepada Bernama di sini pada Jumaat.

Maijol berkata pada masa ini terdapat dua sekolah rendah di kawasan berkenaan iaitu SK Marak-Parak dan SK Malangkap.

"Setiap tahun, ramai pelajar dari dua sekolah ini yang memasuki tingkatan satu, dan mereka terpaksa pergi ke SMK Kota Marudu I atau SMK Kota Marudu II di bandar Kota Marudu untuk meneruskan persekolahan mereka.

"Dengan wujudnya sebuah sekolah menengah di Kampung Marak-Parak, pelajar tidak lagi perlu pergi ke bandar Kota Marudu untuk belajar," katanya.

Sementara itu, beliau berkata SK Marak-Parak yang dibina pada 1967, berkeadaan uzur dan perlu dibaiki segera.

"Saya dapati lantai dan silingnya sudah runtuh, hingga kami diberitahu oleh guru supaya tidak melangkah ke bahagian di sebelah bilik tempat kami makan tengah hari yang membahayakan kerana bakal runtuh bila-bila saja," katanya.
