Minister of Tourism, Culture and Environment, Datuk Masidi Manjun, said it was high time for the Federal Government to re-look at the position of Chinese Stream schools, especially those in Sabah, under the 1Malaysia concept.

"In the past, I had suggested this, and I am saying it again today. Chinese medium schools with an increasing enrolment of non-Tionghua students need Federal assistance to enable them to be run efficiently and effectively.

"These national-type schools warrant full support like other national schools,"

He believed it would enable better and more effective management of the development of education in Sabah citing the increasing number of private institutions of higher learning as a reason for the need to have better control.

“With a few hundred licensed private colleges in the country it may be difficult for the Ministry to effectively oversee their operation (in Sabah),” he said.

KOTA KINABALU July 23, 2011: Graduates from Sabah and Sarawak should be given the opportunity to teach in their own states as they are qualified for the job, according to Sabah International Dynamic Management (SIDMA) College chief executive officer Prof Dr Morni Kambrie.

He said the two states are not a place for teachers from the peninsula to undergo basic training only to be sent back upon maturity.

He said the difference between the peninsula and remote areas in Sabah and Sarawak probably makes them unwilling to teach there for a long time.

“When the situation is totally different, their hearts are not there when they teach, but there are many graduates from Sabah and Sarawak who can teach in such the interior areas,” he said.

Morni was speaking to the media after the inauguration of Madrasah Jamiatul Fathi, a Islamic religious school set up by SIDMA College Sabah Branch in Jalan Bundusan yesterday.

The event was officiated by Islamic Association of Sabah (USIA) secretary general Major Abd Latiff Kandok, who represented USIA chairman Tun Datuk Seri Panglima Haji Sakaran Dandai.

Morni said he welcomed the statement by Tourism, Culture and Environment Minister Datuk Masidi Manjun who is also the state education exco that Sabah is not a place for new teachers from the peninsula to undergo basic training.

He said he was told that every year the number of teachers from the peninsula applying to be sent back reach 1,000 but the number of teachers replacing them are less than 1,000.

This means that every two to three years the schools in both states would receive new and untrained teachers, who would ask to be transferred back when they have gained experience, he said.

At the same time, graduates from Sabah and Sarawak are denied the opportunity to undergoing training, he added.

“In addition, we are quite disappointed that graduates from private institutes of higher learning (IPTS) such as Universiti Tun Abdul Razak are not being accepted,” Morni said.

The Teacher Recruitment Division had issued a memo in October last year stating that teaching posts were only for graduates from public institutions of higher learning (IPTA) and Teachers Training Institute, he said.

“Nearly 70 per cent of our graduates are from the interior and they know the environment there.

“They do not mind being posted to such areas and are always willing to teach there, but they are not being accepted,” he lamented.

“If the department says teachers’ recruitment is based on projection, then why are there still schools that have vacancies for teachers and are not filled?

“For example, there is a school in Kalabakan, Tawau, that faces a shortage of five teachers but why are our graduates not taken and sent to teach at the school?” he asked.

“We need our own Ministry of Education in Sabah to look into the K-12 curriculum, the expansion of Malaysian and international universities here and the training and employment of Sabah teachers in their own State as well as provide local people the chance to erect local schools,”

KOTA KINABALU July 20, 2011: It is time for the government to examine the State education system and let more Sabahan teachers teach in the State.

Suggesting this yesterday, Tourism, Culture and Environment Minister Datuk Masidi Manjun who is also the state education exco, said the Education Ministry should consider leaving it to Sabah and Sarawak to handle their own educational development because both states are far from the ministry in Peninsular Malaysia.

“I am not saying this because we are greedy for power but we are serious about working together with the federal government to improve our education standard in Sabah. If Sabah education is good, it will also be good for Malaysia as well.

The Education Ministry should look at our geographical challenges that we have to face in order to deliver the best education for our children. If there are teachers from Nabawan or Sipitang qualified to be teachers, they should be teaching in their own place because they know how to deal with the kids,” said Masidi who represented Chief Minster Datuk Seri Musa Aman at the convocation of Sabah zone teachers education institute at Wisma Muis yesterday.

He stressed that the performance of students in Sabah has also been one of the lowest in terms of achievement in the country because of problems related to teachers.

Most of schools where teachers from Peninsular Malaysia were teaching would have new teachers in every three years, he claimed.

image “Some teachers have been teaching in Sabah for a long time but most of them would request for a transfer to their hometown in the peninsula.

“After a period of three years, a school will have another fresh graduate who does not have the imageexperience and our students will be the victims of that situation,” Masidi said, saying that was the reason why he was requesting for Sabahan teachers to teach in their own hometown.

He said it is time for the federal government to come out with an “unusual method” to overcome problems related to teachers in Sabah for the sake of the future generation.

RANAU July 10, 2011: Former Kinabalu (now Ranau) MP Datuk Dr Osman @ Othman Minudin said Deputy Education Minister Dr Mohd Puad Zarkashi:s challenge to be beheaded if a school project did not materialise should be a lesson to all Federal Ministers about promising projects to the people.

He said Puad should pot have joked about it concerning the proposed SMK Nabalu. And having said that he should not have allowed it to be delayed by two years because the people were actually waiting for the school longer than that. "He should not have taken a long time to respond to the grouseS from various quarters on the delay because he sits in the Ministry and knows all the procedures related to the project's implementation," said Dr Osman.

He said this only suggests that Puad probably thought the people of Sabah could be taken lightly or for granted. He said education development in Sabah would not progress accordingly so long as Putrajaya decides even small things like repairs of any damage to school buildings. 'Even this requires a Deputy Minister to come down and check before any allocation can be provided," he said, and asked what then was the responsibility of the Sabah Education Department, "Why can't this department decide even those small matters?" he asked.

He said his observation as an MP (1990-1994) showed the State Education Department at that time did not have to refer to

Kuala Lunpur but this was probably because the Director post then was held by a West Malaysian. "Is it no more the same just because the post is now held by a Sabahan?"

Dr Osman also noted that Puad was also not successful in getting sufficient teachers to fill the thousands of vacancies in the State while there was talk of flooding the State with peninsula teachers, whose return after a couple of years only affected the academic performance of Sabahans.

TIe is aware that there are thousands of Sabahan graduates who have applied to become teachers but were never considered," he said.

He hoped the issue of graduate quality would not be made an excuse by Puad because Sabahans are surely no less academically

qualified than their peninsula counterparts.

"Sabahan graduates who apply to become teachers should be given top priority in filling up the thousands of vacancies in the State. Either they should go for teaching training or teach first while waiting to be called for training," he said.

Salleh supports Masidi on SMK Nabalu issue

KOTA BELUD July 7, 2011: Assembly Speaker, Datuk Seri Mohd Salleh Tun Said has expressed full support to Tourism, Culture and Environment Minister Datuk Masidi Manjun for highlighting the need for leaders to honour their promises to the electorate.

Citing the issue of the long-awaited construction of SMK Nabalu in Tuaran, he said Masidi’s recent criticism of Deputy Education Minister Dr Mohd Puad Zarkashi, branding the latter as an “outsider who cannot fulfil promises” should be viewed from the proper perspective.

This followed the long delay in implementing the proposed school project since two years ago.

IMG_0980 What Masidi has said were the right things. Certainly we know the procedures (with regard to tenders) but do not simply come here (to Sabah) and make empty promises.

“If we want to make an announcement of an approved project including the construction of a new secondary school…do it rationally. Otherwise it may affect or jeopardise the good image of the ruling Barisan Nasional (BN) government,” he told reporters after the excellence awards presentation at SMK Arshad, here yesterday.

Mohd Salleh, who is also Sabah Umno deputy liaison chief, was commenting Dr Mohd Puad’s hard-hitting response to Masidi’s criticism over the SMK Nabalu issue.

Recently, Masidi was quoted by the media as having been at the Pekan Nabalu Community Hall in August in 2009 when Dr Mohd Puad promised in front of nearly 100 local community leaders that the RM35 million SMK Nabalu project would start the following year. But the project had not materialised until last Monday when Dr Mohd Puad announced, in his visit to Pulau Gaya, near the state capital, that the construction of SMK Nabalu would commence early next month (August).

In this respect, Mohd Salleh thanked the Federal government for approving and providing the allocation for the construction of SMK Nabalu which is located at the foot of Mount Kinabalu.

He said this showed the government’s seriousness in upgrading the standard of education in the state, particularly in the rural areas.

“Let’s put the matter behind us and look forward to the future…We should let bygones be bygones,” Mohd Salleh said of the SMK Nabalu issue, urging the people, especially those in Nabalu, to rally behind the government to make their dreams a reality.

Kota Kinabalu July 03, 2011: The Education Department should be given greater empowerment on decision-making and the implementation of development projects, especially maintenance, training and recruitment of teachers.

"Allow us to manage our own allocations based on the concept 'Let managers manage' and so on," said State Education Director Datuk Dr Muhiddin Yusin.

"Currently the department is not empowered to manage any allocation for development even if it is for projects costing below RM500,000," he said.

He said this is despite present regulations which state that the department can decide on projects worth below RM500,000.

"This regulation has been stated in the Arahan Perbendaharaan (Treasury directive) more than 10 years ago," he said.

Muhiddin was speaking at a press conference organised by the Education Department together with PeWanis on a Family Day event on July 9 at Tanjung Aru First Beach.

He was commenting on the recent suggestion by State Assembly Speaker Datuk Seri Salleh Tun Said that the Sabah Education Department be given more power and autonomy.

According to Salleh, many school buildings in the State are in need of repair and educational projects are not carried out systematically due to having to refer simple matters to Putrajaya, which he said jeopardises the Government's efforts in developing education in Sabah.

Salleh acknowledged the capability of Muhiddin as head of the Education Department, in that he is well versed in the context of local needs, hence felt it unnecessary, or alternately, to minimise the requirement for local education officers to attend meetings held in Kuala Lumpur.

"Oleh itu, menjadi tanggungjawab pemimpin sektor awam dan swasta untuk memberi penjelasan kepada orang ramai tentang tindakan yang mereka ambil. Kenaikan harga bahan bakar, inflasi dan makanan di seluruh dunia adalah contoh terbaik tentang perkara ini.

"Ada kalanya, kerajaan Barat menghantar isyarat yang mengelirukan dan bercanggah tentang ekonomi dan integriti pasaran," katanya ketika menyampaikan syarahan mengenai cabaran kepimpinan global yang dihadapi sektor awam masa kini di Razak School of Government di sini Jumaat.

Daim berkata reaksi orang ramai yang tidak menyenangkan terhadap sesuatu dasar yang dimumumkan mungkin berpunca daripada penjelasan yang tidak mencukupi tentang tindakan yang diambil.

"Ini memberi kesan terhadap ekonomi di luar lingkungan sesuatu kawasan pasaran dan secara global. Yang pasti, masa depan ditentukan oleh golongan muda. Oleh itu, pendidikan berkualiti menjadi kunci bagi pertumbuhan Malaysia untuk fasa akan datang," katanya.

TUARAN June 24, 2011: Tourism, Culture and Environment Minister Datuk Masidi Manjun has asked Deputy Education Minister Datuk Dr Mohd Puad Zarkashi to keep his promise to build Sekolah Menengah Kebangsaan (SMK) Nabalu, about 45 kilometres from here.

“Politics here is taken in different situations. In fact the people in this state stick to promise and sincerity, if there are leaders (from outside) who can’t fulfil their promises, don’t make such statements in Sabah,” he said.

“Don’t make promises if they can’t be honoured and I hope there are no more empty promises for Sabah people,” Masidi said when asked to comment on the school’s project, which still had not started since two years’ ago.

Dr Mohd Puad made a promise to the community in Ranau two years ago that SMK Nabalu would be constructed within two months after his visit.

Last week, the Sabah Kadazandusun Murut Welfare and Education Association (Pekadin) called on the Education Ministry to honour its promise to start construction of the school costing about RM45 million, this year.

imagePekadin was quoted as saying after Dr Mohd Puad made the announcement on Aug 21, 2009, that people in the area had high hopes that the school would become a realty.

Masidi who is the State education exco, said the people of Sabah understand that the government had its own budget constraints, but the deputy minister should not have made a promise he was unable to keep.

“Don’t make a promise and then forget about it,” chided Masidi. He also said that local leaders were placed in a bad position due to the inability of others to keep their promises.

“In sincerity, I say this is not being influenced by feeling of anger, but more out of frustration,” Masidi said.

He said he had referred the matter to the Education Ministry which gave the explanation that the construction of the school was postponed due to a change in the tender.

“I was informed there’s a slight technical problem on the issue, because when the school project was opened for tender, it had exceeded the approved financial budget and had to be re-tendered.

“When I was in Kuala Lumpur end of last year, I was told the change in the tender had been completed and during the recent visit by Deputy Prime Minister Tan Sri Muhyiddin Yassin, we have told him about it and the issue would be given due attention,” he added.

He also said the delay in the appointment and absorption of temporary teachers in Sabah had affected the academic achievements of schools in the rural areas.

Masidi said the delay had resulted in the poor results attained by rural students in three very important subjects which are English, Mathematics and Science.

He urged the Education Ministry to speed up the appointment of these teachers as it will help address the shortage faced in Sabah, particularly in the three main subjects.

There are 84 temporary secondary school teachers in Sabah who are teaching English (34 people), Mathematics (27 people) and Science (23 people).

It is understood that 578 temporary teachers in Sabah had their contract terminated since December 31 and they are waiting for their contract to be renewed.

image TUARAN, 23 Jun (Bernama) -- Menteri Pelancongan, Kebudayaan dan Alam Sekitar Negeri Datuk Masidi Manjun berharap isu pembinaan Sekolah Menengah Kebangsaan Nabalu, 45 kilometer dari sini, dapat diselesaikan tahun ini.

Ketika diminta mengulas projek pembinaan sekolah itu yang belum dimulakan sejak dua tahun lepas, beliau berkata Kementerian Pelajaran menjelaskan bahawa projek itu tertangguh ekoran pertukaran tender.

"Saya dimaklumkan ada sedikit masalah teknikal mengenai isu ini kerana apabila sekolah itu ditender, dikatakan ia melebihi daripada bajet yang diluluskan dan terpaksa ditender semula," katanya.

Minggu lepas, Persatuan Kebajikan dan Pendidikan Kadazandusun Murut Sabah (Pekadin) meminta Kementerian Pelajaran supaya mengotakan janjinya untuk membina sekolah yang berharga RM45 juta itu tahun ini.

"Akhir tahun lepas apabila ke Kuala Lumpur, saya dimaklumkan pertukaran tender baru itu kini telah diselesaikan, dan dalam lawatan Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin ke Sabah baru-baru ini, kita juga telah maklumkan perkara itu kepada beliau, dan isu itu akan diberi perhatian," kata Masidi.

BERI KUASA KEPADA JABATAN PELAJARAN SABAH LAKSANA PROJEK BERKAITAN PENDIDIKAN

Beri Kuasa Kepada Jabatan Pelajaran Sabah Laksana Projek Berkaitan Pendidikan

KOTA BELUD, 22 Jun (Bernama) -- Selaras usaha membangunkan pendidikan di Sabah, Jabatan Pelajaran Negeri perlu diberikan kuasa dan autonomi dalam melaksanakan projek pembangunan berkaitan pendidikan, kata Speaker Dewan Undangan Negeri (DUN) Sabah, Datuk Seri Salleh Tun Said.

Beliau berkata langkah itu perlu bagi membolehkan keputusan dibuat dengan cepat dan tepat tanpa perlu merujuk semua urusan ke Putrajaya terutama bagi perkara-perkara kecil.

"Dengan cara itu, keputusan boleh dibuat dengan cepat, pelaksanaan dapat dimulakan tanpa melalui amalan birokrasi yang dikhuatiri menjejaskan matlamat kerajaan membangunkan bidang pendidikan kita," katanya ketika merasmikan Majlis Anugerah Perdana 2011 anjuran Yayasan Kota Belud dan Pejabat Pendidikan Daerah Kota Belud, di sini pada Rabu.

Salleh yang juga Timbalan Pengerusi Badan Perhubungan Umno Sabah berkata, dengan memberi kuasa kepada Jabatan Pelajaran Negeri, maka usaha boleh dilaksana untuk memberi fokus dan perhatian kepada pembangunan pendidikan di negeri ini.

"Adalah satu hakikat jelas bahawa kemudahan pendidikan di Sabah dan Sarawak masih terkebelakang berbanding di Semenanjung, begitu juga dari segi pencapaian akademik, justeru langkah terbaik menanganinya ialah dengan memberi kuasa kepada Jabatan Pelajaran Negeri, membuat keputusan bagi perkara yang tidak melibatkan soal dasar.

"Dengan diterajui orang Sabah, maka Jabatan Pelajaran Sabah tentunya lebih memahami keadaan dan keperluan di tempat sendiri. Mesyuarat-mesyuarat kecil di Kuala Lumpur perlulah dikurangkan.

"Yang penting, Jabatan Pelajaran Negeri diberi kuasa-kuasa sewajarnya, kerana jika tidak, kita akan terus berhadapan masalah dalam melaksanakan projek pembangunan pendidikan di negeri ini," katanya.

Salleh juga berkata pembangunan bidang pendidikan di negeri ini menuntut anjakan paradigma secara serius, dan ia memerlukan keazaman politik di peringkat pimpinan kerajaan.

"Banyak sudah dilapor mengenai keadaan bangunan sekolah usang dan uzur, prestasi akademik yang mundur dan sistem pelaksanaan projek pendidikan yang tidak teratur.

"Ini semua tidak boleh dibiar terus terlanjur, justeru kita berharap agar difikirkan secara serius pemberian kuasa kepada Jabatan Pelajaran Sabah untuk memberi fokus utama," katanya.

JABATAN PELAJARAN DIRAYU PERCEPAT PELANTIKAN GSTT

Jabatan Pelajaran dirayu percepat pelantikan GSTT

KOTA MARUDU 13th June, 2011: Kementerian Pelajaran Malaysia dirayu agar dapat mempercepat pelantikan semula Guru Sandaran Tidak Terlatih (GSTT) memandangkan keperluan yang mendesak terutama penduduk di luar bandar.

Timbalan Ketua Umno Bahagian Kota Marudu, Baintin Adun @Abdul Halim, berkata demikian ketika mengulas kenyataan Menteri Pelajaran Malaysia yang juga Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin, pada 3 Mac lalu di Tongod, Sandakan yang berkata nasib GSTT di Sabah terbela.

Bagimanapun, katanya lantikan semula untuk GSTT itu sehingga kini belum dilaksanakan lagi oleh Kementerian Pelajaran dan Jabatan Pelajaran Negeri.

Katanya, sebagai pemimpin barisan hadapan di peringkat bahagian beliau menerima banyak aduan mengenai hal itu baik daripada ibu bapa mahupun GSTT itu sendiri yang memohon supaya perkara itu dapat diketengahkan demi masa depan mereka.

Baintin yang juga Presiden Persatuan Kimaragang Sabah berkata difahamkan terdapat seramai 574 orang GSTT belum menerima pelantikan semula dari kementerian.

image“Mereka (GSTT) sedikit sebanyak sudah memiliki ilmu pengetahuan sejak mereka menjawat jawatan itu dan jika tenaga mereka terus digunakan sehingga mereka dilatih sekurang-kurangnya kadar kekurangan tenaga guru di negeri ini dapat diatasi dan dengan cara yang demikian juga negeri ini kurang mengimport guru dari luar negeri sementara bajet bagi maksud itu dapat dijimatkan,” tegasnya.

Menurut sumber dari Kementerian Pelajaran yang menyatakan hanya GSTT yang mempunyai opsyen subjek sahaja yang bakal dilantik semula, Baintin berkata kementerian harus kemudiankan soal opsyen subjek sebaliknya melantik dahulu GSTT ini kerana mereka bukan keluaran universiti yang diberi prasyarat berkenaan.

Beliau merayu kepada Kementerian Pelajaran melaksanakan apa yang dijanjikan oleh Menteri Pelajaran dengan tidak membuat pelbagai alasan.

Perpindahan Guru Salah Satu Punca Sabah Kekurangan Guru Berpengalaman

TAWAU, 26 Mei (Bernama) -- Perpindahan guru dari Sabah setiap tahun adalah salah satu faktor negeri ini terus kekurangan guru berpengalaman, kata Pengarah Pelajaran Sabah Datuk Dr Muhiddin Yussin.

Beliau berkata setiap tahun antara 700 dan 1,000 orang guru yang berpengalaman dan bertugas di Sabah berpindah dari negeri itu dan kebiasaannya tempat mereka digantikan dengan guru-guru baru.

"Guru yang sudah berpengalaman apabila berpindah keluar biasanya diganti dengan guru-guru yang baru. Apabila guru sentiasa baru maka kualiti pengajaran kita sentiasa perlu diperbahaharui.

"Sekiranya guru berpengalaman itu meneruskan perkhidmatannya maka pengalaman guru berkenaan boleh dimanfaatkan," katanya kepada pemberita selepas menghadiri sambutan Hari Guru Peringkat Negeri Sabah di sini pada Khamis.

Menurutnya pihaknya sudah mengemukakan perkara itu kepada Kementerian Pelajaran dan mencadangkan supaya jika ada rakyat tempatan yang berkelayakan, mereka hendaklah diberi keutamaan dalam proses pengambilan guru.

Katanya cadangan berkenaan mendapat maklum balas positif apabila kementerian berkenaan menjalankan temuduga terbuka di kawasan-kawasan pedalaman di Sabah untuk mencari calon guru yang layak diberi latihan.

Mengenai masalah disiplin di kalangan guru di Sabah, Muhiddin berkata setakat ini lebih 20 guru telah diberi surat tunjuk sebab mengapa tindakan tatatertib tidak boleh dikenakan terhahap mereka.

Katanya antara sebab surat tunjuk sebab dikeluarkan termasuk tidak hadir mengajar di sekolah.
