Proxy voting unsuitable due to phantoms: Upko

January 20, 2011 Kota Kinabalu: United Pasok Momogun Kadazandusun Murut Organisation (Upko) Deputy President Datuk Wilfred Bumburing has described the Election Commission's (EC) proposal to introduce a proxy voting system as inappropriate and "unthinkable" for this country especially in Sabah.

He said this was due to the alleged presence of a large number of illegal immigrants who were linked to the existence of phantom voters in Sabah as proven in a election petitions in the court in the past.

"Our electoral roll is already tainted and subject to abuse, and I believe this proxy voting system will further lead to electoral abuse.

"This system (proxy voting) is unthinkable. Everybody knows that Sabah is still grappling with the problem of illegal immigrants," he said, Thursday.

Bumburing, who is the Member of Parliament for Tuaran, was commenting on the EC's readiness to study the possibility of a proxy voting system to allow those who are unable to be present on polling day to have their votes cast by approved proxies.

EC Chairman Tan Sri Abdul Aziz Mohd Yusof was recently quoted as saying that the proposal was part of the commission's efforts to provide opportunities for voters to exercise their rights to vote.

Bumburing said the possibility of Filipino refugees in Sabah being used to vote through this system would futher complicate the issue.

"What instrument will be used for this system? How are we going to verify this document?

Whether it is through deeds of assigment or any other legal means it doesn't make any difference. Apparently this system is not appropriate or suitable for our country," he said.

Bumburing felt that the proxy voting system was not consistent with the one person, one vote principle, as enshrined in the Federal constitution.

He said for Malaysians living or working abroad, they could approach the Malaysias missions there to cast their votes.

    Tan Sri Abdul Aziz should explain in detail about the proxy voting system so that its meaning will be clear and easy for the people to understand the purpose of the EC implementing this system as well as decide whether to accept or not this new system.

    it is better if the system was not carried out if majority people in Malaysia have shown their protest to the implementation of this system, because it clearly shows that the system is not suitable to be implemented in this country. sure, it will bring a lot of negative speculation after the election results were announced.
