The new government gazette to manage Sabah’s security strangely enough does not seek to deter intrusion by foreigners, or cleanse Sabah of illegal immigrants.

KOTA KINABALU 29/03/2013: The federal government gazette to manage public security in Sabah’s eastern area could be both a blessing and a curse to Sabahans.

The gazette which is officially called “Preservation of Public Security Regulations 2013” was published on March 24 and contains four objectives, with 19 major regulations under five parts.

While it failed to give details on how it will beef up security against foreign intrusions in Sabah’s east, the gazette did touch on a few major issues that are expected to be potentially controversial.

KUALA LUMPUR (March 19): DAP has warned that over a quarter of Sabah's parliamentary seats, mostly in the state's east coast, have high concentrations of dubious voters.

DAP election strategist Ong Kian Ming told a press conference today seven of Sabah's 25 parliamentary constituencies have more than 10% of voters with "problematic" identification cards.

The seven seats are: Kalabakan (16.3%), Silam (15.2%), Tawau (14.4%), Putatan (11.5%), Semporna (11.3%), Batu Sapi (11.2%) and Libaran (10%).

KOTA KINABALU 15/03/2013: Many hotels in Sabah are already feeling the negative impact following the foreign armed intrusion in Lahad Datu.

According to Christopher Chan, president of the Sabah Hotel Association (SHA), some hotels have experienced a drop of 30 per cent in their room occupancy beginning early this month.

Many also experienced a drop of between 30 per cent and 40 per cent in their income as government departments were cancelling events that were supposed to take place at the respective hotels, Chan told a press conference at a hotel here yesterday,.

The drop in income due to the drop of foreign arrivals was between 15 per cent and 20 per cent, he said.

Website hotel and tour booking portals have also indicated a drop of more than 20 per cent in online bookings for hotels and tours offered in Sabah, he said.

“It is a worrying figure…The situation is not good despite the claim made by the relevant authorities that tourism is business as usual in Sabah,”

Kota Kinabalu 23/12/2012: The public have the right to ask for the warrant card of a person who claims to be a policeman, so as to ensure they are dealing with a genuine police personnel or officer.

City Police Chief ACP Jauteh Dikun said it is not wrong or unlawful for anyone to ask for such card from those claiming to be working in the police force, to avoid being cheated and misled.

He said it is compulsory for a policeman to bring along the warrant card, especially when on duty, and should show the card when asked to do so for verification purposes.

"Actually this warrant card is like a Malaysian identity card and policemen and policewomen will always bring along wherever they are.

"There are two types of warrant card - one is in blue colour which indicates the concerned policeman is an officer with higher rank, above inspector, while the yellow one indicates the policeman is a constable, below the sub-inspector rank," he said.

Melalui cara ini, tempoh pengesahan jawatan kakitangan awam yang sebelum ini mengambil masa tiga tahun akan disingkatkan kepada antara enam bulan hingga setahun.

Pengerusi Suruhanjaya Perkhidmatan Awam (SPA), Tan Sri Mahmood Adam, berkata tapisan itu membabitkan 14 perkara termasuk kesahihan kewarganegaraan, sijil kelayakan serta rekod jenayah dan ia dijangka dapat diselesaikan dalam tempoh beberapa jam saja bagi setiap calon.

WASHINGTON 18/12/2012: Crime, corruption and tax evasion have cost the developing world nearly US$6 trillion over the past decade, and illicit funds keep growing, led by China, a financial watchdog group said in a new report.

China accounted for almost half of the US$858.8 billion in dirty money that flowed into tax havens and Western banks in 2010, more than eight times the amounts for runner-ups Malaysia and Mexico. Total illicit outflows increased by 11% from the prior year, Global Financial Integrity, a Washington-based group that campaigns for financial accountability, said in its latest report released yesterday.

Kota Kinabalu 14/12/2012: Sabah manufacturers are crying foul over the "two or three months" period required by an Independent Power Producer (IPP) here to repair a fault to one its power generators.

Federation of Sabah Manufacturers (FSM) said in statement Thursday that Sabah Electricity Sdn Bhd's call for bigger industries to rely on their generators as part of mitigating factors to overcome a 95MW shortfall was "unfair' to businesses.

"FSM wants Sabah Electricity to explain why there is a need for maintenance to take two to three months.

"IPPs must be held accountable and transparent as they are providing service crucial to the state's industry and economy, they may also be enjoying subsidy from the government,'

Chief Judge of Sabah and Sarawak Tan Sri Richard Malanjum said this was to ensure the applicants were valid Malaysian citizens who were the only ones who can apply through the service.

KOTA KINABALU 2/11/2012: The Royal Commission of Inquiry (RCI) to address illegal immigrant and dubious identity card issues in Sabah met for the first time in the meeting room of Kota Kinabalu High Court Building here yesterday.

The RCI Chairman and former Chief Judge of Sabah and Sarawak, Tan Sri Steve Shim Lip Kiong, who chaired the meeting told reporters that the hearing proper would start on January 14 next year and the venue would be the High Court here.

“We are still finalising the list of witnesses but I am told we have so far 48 witnesses and more are coming,” he said.

“All witnesses, whom we think are relevant, will be called before us,” he said.

Asked whether the public can come forward to give statement, Shim said: “Anyone who can give us the relevant information can come forward to testify before us.”

Deputy HR minister, Senator Maznah Mazlan, said that 1.403 million foreigners here held the Temporary Employment Visit Pass, contributing to 11.2% of Malaysia’s total workforce.

KOTA KINABALU 11/10/2012: Sepanggar member of parliament Datuk Eric Majimbun accused the federal government of applying a different set of procedures when dealing with Sabah-born Malaysians and foreign-borns registering for birth certificates in the state.

He said the procedures adopted by Kuala Lumpur marginalised and discriminated against the people of Sabah, particularly those in the rural areas where many children do not have birth certificate.

Majimbun further alleged that when these applicants, with the assistance of local community leaders, finally get their documents, the National Registration Department (NRD) would stamp in red ink, the words ‘Late Registration’.

Unfortunately it’s about as true as saying the state is rapidly climbing the ladder to a high level of prosperity with near perfect healthcare, a comprehensive sealed road network, exhaustive piped water supply, uninterrupted power and high standards of education.

Unemployment in Sabah has inched up since 2009 and is the highest in the country, according to records tracking labour trends in various states.
