PROJEK RM2 JUTA KE BAWAH DIBERI KEPADA SYARIKAT TEMPATAN SABAH - PETRONAS

Projek RM2 juta ke bawah diberi kepada syarikat tempatan

image KOTA KINABALU Feb 3, 2012: Pihak pengurusan tertinggi Petronas telah memutuskan bahawa semua tender yang bernilai RM2 juta ke bawah dan tidak melibatkan penggunaan teknologi tinggi dikhususkan untuk disaingi oleh syarikat-syarikat tempatan.

Pengurus Besar Petronas Pejabat Wilayah Sabah dan Wilayah Persekutuan Labuan, Joseph Podtung berkata rekod Petronas sejak tahun 2009 hingga 2011 menunjukkan lebih kurang 70 kontrak yang bernilai lebih daripada RM900 juta telah dilaksanakan oleh syarikat-syarikat tempatan di Sabah.

Katanya, kontrak pembinaan Pusat Latihan Petroleum Kimanis (KTC) juga akan diberikan kepada syarikat tempatan untuk melaksanakan pembinaan itu.

“Syarikat yang diberikan tanggungjawab memikul tugas ini ialah KK Dinamik Sdn Bhd dan KK Success Vision Sdn Bhd.

“Kontrak yang bernilai RM30.6 juta telah diberikan kepada syarikat itu setelah melalui proses tender terbuka pada 30 Disember tahun lalu dan projek ini dijangka disiapkan pada April 2013,” katanya di majlis menandatangani kontrak kerja pembinaan KTC di antara Petronas Carigali Sdn Bhd dan usahasama antara KK Dinamik Sdn Bhd dan KK Success Vision Sdn Bhd di sini kelmarin.

Menurutnya, proses pemilihan itu telah dibuat dengan mengambil kira pelbagai aspek dan kriteria seperti memenuhi keperluan kemahiran teknikal dan mengemukakan tawaran komersil yang paling kompetitif.

Joseph berkata, kerja-kerja yang tersenarai di bawah kontrak itu termasuklah pembinaan bangunan pentadbiran dan latihan setinggi dua tingkat, bangunan asrama setinggi tiga tingkat, kemudahan latihan luar bilik darjah serta kemudahan asas lain seperti jalan raya, sistem perparitan, kumbahan, kemudahan elektrikal dan mekanikal.

“Pusat ini bakal menjadi sebuah institusi yang penting dalam pembangunan modal insan terutamanya bagi memenuhi permintaan tenaga kerja dalam industri minyak dan gas di Sabah khususnya bidang instrumentasi serta kawalan.

“Pusat ini sudah mula beroperasi sejak Julai tahun lalu di kampus sementara Membakut. Pengambilan kumpulan kedua pula akan dijalankan pada bulan Julai depan.

“Syarat minima kelayakan ialah lulus dalam empat mata pelajaran iaitu Matematik, Sains, Bahasa Malaysia dan Inggeris,” katanya.

Majlis menandatangani itu disaksikan oleh Timbalan Ketua Menteri, Datuk Dr Yee Moh Chai yang mewakili Ketua Menteri, Datuk Seri Panglima Musa Aman.

Turut hadir dalam majlis itu ialah Ketua Projek Antarabangsa Bahagian Pembangunan Petronas Carigali Sdn Bhd, Abd Malik Jaffar; Pengerusi Eksekutif KK Dinamik Sdn Bhd dan KK Success Vision Sdn Bhd, Datuk Ajit A. Galun serta tetamu kehormat lain.

Petronas awards RM900m contracts to Sabah players

Kota Kinabalu Feb 03, 2012: Petronas Carigali Sdn Bhd and a joint venture between KK Dinamik Sdn Bhd and KK Success Vision Sdn Bhd on Thursday formalised a contract worth RM30.6 million to construct the Kimanis Petroleum Training Centre (KTC) in Kimanis.

Joseph Podtung, Petronas Carigali Sdn Bhd Sabah Operations Chief cum General Manager Sabah/Labuan Regional Office, said the contract was awarded to the Sabah-based joint venture on Dec 30 last year through a competitive bidding exercise.

He said the project is targeted for completion by April 30 next year and that when completed it would consist of a two-storey training centre, a three-storey hostel, outdoor training facilities and a sewerage treatment plant, among others.

He said Dinamik-Success Vision would also build other facilities such as road, drainage system and electrical and mechanical facilities.

"When completed, the training centre would become a very important institution in the development of human capital, especially in providing workforce for the oil and gas industry in Sabah, particularly in the fields of instrumentation and control," he said at the signing of the contract award.

Petronas Carigali was represented by its International Project Chief, Abd Malik Jaffar, and Dinamik-Success Vision by its Executive Chairman, Datuk Ajit A. Galun.

Deputy Chief Minister Datuk Dr Yee Moh Chai, who represented Chief Minister Datuk Seri Musa Aman, Petronas Carigali Sabah Special Projects Chief (Development), Noor Ilias Mohd Idris, and Director cum General Manager of Dinamik-Success Vision, Bonipasius Bianis, witnessed the event. Podtung stressed that the contract carries a huge trust and responsibility on the part of the JV companies in that they are expected to complete the project within the stipulated period.

"But they also must produce high quality work and at the same time stress on workers' safety and health and also environmental care," he said.

Petronas, he said, has always been committed to providing opportunities for local companies to be involved directly in the development of the petroleum industry in Sabah.

As an example, he said, Petronas has awarded Sabah-based companies contracts worth more than RM600 million in the Sabah Oil and Gas Terminal (SOGT) project.

"For the record, since 2009 until 2011, we have awarded about 70 contracts worth more than RM900 million to local companies in Sabah through competitive bidding," he said.

In addition, he said the Sabah Ammonia-Urea Complex (Samur) project in Sipitang estimated worth about US$1.5 billion would be commencing soon.

He said there are a lot of opportunities for Sabah-based contractors to be involved in Petronas projects.

"Local contractors also have the opportunities to bid for downstream and upstream projects," he said.

Recently, Podtung said Petronas has decided that all tenders worth RM2 million and below and which do not involve use of high technology would be specifically offered to local companies to bid.

He said the KTC has started operations in a temporary campus in Membakut since July last year.

At the moment, he said, there are 24 trainees pursuing the course from KTC with the second intake expected in July this year.

He said the criteria to qualify for the course is SPM passes in Mathematics, Science, Bahasa Malaysia and English.

He expressed hope that the latest cooperation between Petronas Carigali and Dinamik-Success Vision would bring a positive impact and also spur other local companies to grab the opportunities provided by Petronas.

Ajit, on the other hand, expressed Dinamik-Success Vision's gratitude to Petronas for the opportunity to work with the national oil company in the hope that it would enhance the JV's capability to participate in bigger and more complex future projects in Sabah and elsewhere.

"We are committed to delivering the project as per the terms of the contract," he said.

He also thanked Chief Minister Musa for providing the opportunities for local companies to take part in Sabah's oil and gas industry.

Located in Kimanis over an area of three acres, 65km from Kota Kinabalu, the KTC will be Sabah's first full-fledged industrial training centre set up by Petronas in tandem with the development of its various oil and gas projects in the State.

The programmes it offers are divided into two categories, namely full time training and part time training.

Under the full time training, trainees would undergo a two-year programme in Industrial Instrumentation and Control by the Department of Skill Development of the Ministry of Human Resource.

Under the part time training, which is targeted at industry workers, there are three programmes, namely Offshore Safety (BOSET), Construction Safety Courses (scaffolding, rigging, lifting) and Welding Inspection.
