More surveyors can solve NCR related problems
KOTA KINABALU 23rd September, 2011: Increasing the number of surveyors can solve problems related to the applications of native customary rights (NCR) lands in Sabah and Sarawak.
Plantation Industries & Commodities Minister Tan Sri Bernard Dompok said there are presently insufficient surveyors to survey NCR lands which have been identified by the State government.
“Most of the NCR land applications have been presented to the district land usage committee and the problem now involves surveying costs and the lack of surveyors,”
he said during a press conference after opening a seminar on the Sabah Native Land & Laws organised by Upko’s laws & land affairs bureau here yesterday.
“Besides the problem of costs, there are not enough surveyors in government departments and that causes a lot of problems related to the status of NCR lands in Sabah and Sarawak,” the minister said.
Therefore, Dompok who is also Upko president said that the key to solve these problems is by increasing the number of surveyors and perhaps they can be channelled from the private sectors.
He said due to the status problem facing NCR lands, applicants are not able to get land ownership grant and therefore the government’s efforts to help rural folks are stalled.
Dompok said he hoped that part of the recent government allocations totalling RM100 million each for Sabah and Sarawak could be used for surveying costs of NCR lands in both states.
He also said that RM60 million of the allocation for Sabah would be used to build six native courts in six districts in the State namely Penampang, Keningau, Sandakan, Ranau, Kudat and Lahad Datu.
Dompok said the rest of the allocation would be used for other programmes which include community projects identified by the Sabah government to assist bumiputeras in the State.
The projects he said involve the handicrafts, agriculture and fishing sector.
Also present at the event were Upko deputy president Datuk Wilfred Bumburing and Upko vice president Senator Datuk Maijol Mahap who is also chairman of Upko’s laws & land affairs bureau.

pastikah penambahan juru ukur ni dapat menyelesaikan masalah berhubung permohonan tanah NCR?
BalasPadamdiharap pembinaan enam native courts di enam buah daerah akan dapat menyelesaikan masalah2 tanah NCR yang dihadapi oleh orang asli.

We need extra "quality surveyor" not quantity to avoid any mistakes and problems in the future. The surveyor has need to have basic qualification and experience.

More experienced and qualified surveyor needed to solve the NCR issue. A great idea if to bring in private company to join for the matter.

BalasPadamJumlah peruntukan ini adalah sangat besar. Bagaimana untuk memastikan jumlah peruntukan ini dapat menyelesaikan masalah dengan berkesan?
Seharus kerajaan mengkaji polisi dan akta yang lebih berkesan untuk menjamin hak pemilik.
BalasPadamJumlah peruntukan dan kuantiti surveyor yang diperlukan adalah jumlah yang amat besar. Semoga pihak berkuasa mengkaji kaedah alternatif untuk selesaikan masalah supaya masalah dapat diselesaikan tanpa peruntukan dan jumlah surveyor yang banyak.
