CABOTAGE POLICY MAY BE REVIEWED
KOTA KINABALU: The Cabotage policy may be reviewed as it has not been successful in reducing the freight shipping charges between Peninsular Malaysia and Sabah.
It has also failed to reduce the cost of doing business in the state, International Trade and Industry Minister, Datuk Seri Mustapa Mohamed told reporters after the opening of the Sabah Domestic Investment dialogue and seminar at a leading resort here yesterday.
The event was officiated by Chief Minister Datuk Seri Musa Haji Aman. Also present were State Cabinet Ministers, MIDA chairman Tan Sri Dr Sulaiman Mahbob, elected representatives and industry players.
Mustapha said he would meet the Transport Minister to discuss the possible review of the policy so that it could achieve its objectives.
“And since the policy affects Sabah and Sarawak, a meeting with the heads of both states will also be held.
“We will also hold discussions with business operators from both states. It is to re-visit this policy and see what can be done,” he added.
The Cabotage Policy was among several issues raised by investors and business operators attending the dialogue yesterday.
The policy, they said, did not only affect exporters but also increased the costs of importing products into Sabah.
As such, they said the policy should be abolished or reviewed in order to make Sabah more competitive.
Various quarters in Sabah including the Federation of Sabah Manufacturers (FSM) had been calling for the scrapping of the policy.
The Cabotage policy had been implemented since 1980. And, under the policy, domestic trade between any two ports in the country can only be served by Malaysian-owned shipping companies.

The Federal should consider to at least review the policy so that it can benefit both side, either the ship owner & the people of Sabah itself....

BalasPadamTry and do some research about this to make sure it is the right choice to abolish the contract or not. Since the costs are not getting lower, they should think about it.
BalasPadamSeems to me there are a lot of issues arising due to this cabotage policy. Its better to review the policy first rather than making a hasty decision to abolish it. Hopefully with the improved policy, it could achieve its objectives.
BalasPadamthe abolition of the Cabotage Policy would in no way change this position, because the question of shipping lines serving between Kota Kinabalu and a foreign port of export destination, would be influenced by among other factors, volume of cargo, remoteness (geographical) of the market and port infrastructure and performance..a proper study should be done by independent parties to identify the weaknesses in the system.
