“Yes, we are aware of the complaints by one of the owners pertaining to the structural safety of the shopping complex and we are currently investigating the matter. We too are very concerned about this as it involves public safety,” he said.
He confirmed that the City Hall had received a copy of the complaint letter from the affected owner, Suria Capital Holdings Bhd (SCHB), last month.
He told the New Sabah Times this when contacted for comment on claims that the 7th, 8th and 9th floors of the Block C Tower were found to be unsafe.
He assured that the City Hall will not cover up the issue and will act accordingly based on the outcome of the investigation.
It was reliably learnt that three professional bodies, the Institution of Engineers Malaysia (IEM), Association of Consulting Engineers Malaysia (ACEM) and Architects Association of Malaysia (PAM) had on Monday written to the Mayor, Datuk Illiyas Ibrahim urging the City Hall to engage an independent consultant to verify the complaints made by the owner of the affected units.
SCHB was said to have moved out of the complex as a result of the findings of a structural integrity investigation conducted by a consultant engineer which the company had engaged.
The investigation was commissioned after serious vibrations were reported on the affected floors.
Documents containing the minutes of a meeting of a special committee consisting of City Hall engineers and the SCHBconsultant engineer had been widely circulated on the internet including the social network site – facebook and the Malaysia Today online news portal, over the weekend.
Among the crucial aspects highlighted in the report by the SCHBconsultant engineer were that the structure was difficult to rehabilitate as “the critical part of the structural system had been stressed beyond its elastic limit” and that the three floors were reported to be in a “plastic” stage and therefore deemed unsafe.
It also noted that the risk of collapse is considered to be very high if the current loading experienced by the structure is exceeded.
It concluded that the mentioned flat slab floor structures were not safe for occupancy.
The decision was made at the meeting after a lengthy discussion and in the best interest of the public, and recommended engaging an independent and approved professional checker to conduct a detailed structural integrity inspection on the entire Karamunsing Complex, including the podium and the two tower blocks.
The committee also recommended that the study should be done immediately to ascertain the structural integrity of the entire complex, and the detailed investigation report with recommendations for remedy presented to the City Hall within three months.
The management of the Karamunsing Complex could not be reached for comment.
