Dr Khir claimed the appointed company, Prozontech Sdn Bhd, was a RM2 company and the state also did not charge it any payment to use state facilities.

"The company also did not have the licence from the Malaysian Communications and Multimedia Commission (MCMC) to carry out the project. I have more details of this but I don't want to embarrass anyone."

The company had a paid up capital of RM600,000 and an authorized capital of RM1 million.

She said the company did not need a licence from MCMC as the backbone operations of the project would operate at 5.8 gigahertz spectrum and the last mile WiMax platform would operate at 2.8 gigahertz spectrum.
