RCI PATI: Rakyat Sabah marah

Kalau betul sudah setuju kenapa PM dan timbalannya teragak-agak untuk mengumumkannya ketika melawat Sabah tempoh hari.

KOTA KINABALU May 8, 2012: Rakyat Sabah marah dengan sikap ‘acuh tak acuh’ pemimpin-pemimpin Kerajaan Persekutuan menangani isu pendatang asing tanpa izin (PATI) di negeri itu.

Pengerusi Parti Reformasi Negeri (Star) Sabah, Dr Jeffrey Kitingan berkata kalau betul sudah setuju kenapakah Perdana Menteri (Datuk Seri Najib Tun Razak) dan timbalannya (Tan Sri Muhyiddin Yassin) teragak-agak untuk mengumumkannya ketika mereka berada di Sabah baru-baru ini.

Beliau berkata demikian bagi mengulas kenyataan Menteri di Jabatan Perdana Menteri Datuk Seri Mohamed Nazri Abdul Aziz di Dewan

Negara semalam bahawa kerajaan Persekutuan bersetuju menubuhkan Suruhanjaya Siasatan Diraja (RCI) bagi menyiasat masalah PATI di negeri itu sejak 8 Februari lalu.

“Kalau mereka sudah bersetuju sejak Februari lagi kenapa begitu lambat umumkannya? Mana garis panduannya (TOR), siapa ahli-ahli RCI itu dan bila mereka akan memulakan kerja mereka menyiasat hal ini dan juga pemberian MyKad kepada para pendatang ini,” soal beliau ketika ditemui FMT di sini hari ini.

“Soalan-soalan ini mesti dijawab, mereka mestilah lebih spesifik dan jika Kerajaan Persekutuan jujur sepatutnya ada pengumuman awam dibuat dan penyiasatan RCI mesti memberikan jawaban dan penjelasan sebelum Pilihan Raya Umum ke 13 (PRU 13).

“Jika tidak, mereka tidaklah jujur dan orang akan cakap mereka mahu sembunyi sesuatu untuk digunakan dalam PRU13 nanti. Ada khabar angin dan laporan baru-baru ini bahawa ada lagi MyKad diberikan kepada para pendatang di Sabah.

“Kenapa kerajaan teruskan Projek IC ini jika mereka prihatin terhadap keselamatan negara dan kebimbangan rakyat Sabah terhadap pengambilalihan Sabah oleh orang asing?,” tanya beliau.

Tidak jujur

Sementara itu timbalannya Daniel John Jambun yang juga pengerusi Common Interest Group Malaysia (CigMa) menyifatkan pengumuman itu sebagai ‘seperti melepaskan batuk di tangga’ dan tidak jujur.

“Kenapa pula berdolak dalih kalau sudah setuju sejak Februari lagi, tahun ini? Apa ini? Jelas tidak jujur dan seperti ada ‘udang di sebalik batu.’ Main-main kah? Ini soal kedaulatan Sabah dan keselamatan generasi kami,” tegas Jambun.

Sementara itu sorang bekas ketua “think-tank” Parti Bersatu Sabah (PBS), Dr Libin Kutup Rampasan yang menetap di Amerika Syarikat sekarang tetapi kini berada di sini kerana melawat sanak saudara, mempersoal kejujuran Kerajaan Persekutuan dalam hal RCI.

“Saya tidak fikir mereka serius dalam menyiasat kebanjiran pendatang asing di Sabah dan pemberian MyKad kepada ratusan ribu pendatang ini,” katanya sambil menambah Pusat kelihatan teragak-agak dan seperti mencari alasan untuk mengelak.

“Mereka seperti mengelak tanggungjawab walaupun masalah ini sudah menghantui rakyat Sabah sejak sekian lama. Jangan-jangan RCI nanti hanya mengabui mata saja.

“Rakyat Sabah sudah tentu tidak mahu RCI ini menjadi seperti suruhanjaya yang menyiasat kematian Teoh Beng Hock atau pun seorang pegawai SPRM (Suruhanjaya Pencegahan Rasuah Malaysia) Ahmad Sarbaini hari itu,” katanya merujuk laporan siasatan dua kes kematian misteri yang tidak memuaskan banyak pihak.

Seorang aktivis masyarakat Paulus Ghani juga ragu-ragu apakah Kerajaan Pusat benar-benar akan membongkar isu kebanjiran pendatang haram di Sabah dan pemberian MyKad kepada mereka.

Siasat dari segala sudut

“Kalau RCI betul-betul ditubuhkan untuk menyiasat hal ini, mereka mestilah menyiasat dari segala sudut dan membongkar siapakah dalang-dalang di sebalik kebanjiran pendatang Filipina dan Indonesia di sini,” katanya.

Semalam di Dewan Negara, Nazri juga berkata kerajaan sudah memulakan proses bagi menyediakan TOR suruhanjaya siasatan tersebut bagi memastikan semua masalah berkaitan PATI di Sabah ini dapat diselesaikan secara komprehensif.

“Terma-terma rujukan suruhanjaya itu perlulah menyeluruh dan tidak hanya terhad kepada aspek siasatan,” katanya ketika menjawab soalan Senator Paul Kong Sing Chu (BN-MCA) dari Sabah yang ingin tahu status terkini RCI.

Nazri dalam jawapannya berkata RCI itu juga meliputi aspek keselamatan, sosial, ekonomi dan alam sekitar. Katanya, ini bagi membolehkan suruhanjaya mengemukakan cadangan penyelesaian yang berkekalan.

Katanya lagi, kerajaan Persekutuan akan mendapatkan maklum balas dan pandangan daripada kerajaan negeri Sabah dan pihak-pihak yang berkenaan.

  3. nazri menyatakan bahawa kerajaan kini sudah memulakan proses menyediakan TOR RCI tersebut..jadi sehingga TOR tersebut siap, maka mungkin belum sesuai untuk diumumkan.

  22. Science, Technology and Innovation Minister Datuk Seri Dr Maximus Ongkili said. said Najib was expected to make the announcement of the specific terms of reference of the RCI when he visits the state during the Pesta Keamatan (harvest festival).

    He said the RCI was expected to ensure that all problems associated with illegal immigrants in Sabah are resolved in a comprehensive manner.

  23. The setting up of the RCI has become an important issue following apprehension among the people and NGOs in Sabah over the existence of illegal syndicates supplying identity cards to illegal immigrants, resulting in the alleged rise in their number in the state.

    The Sabah Barisan Nasional Citizenship Committee, chaired by Deputy Chief Minister Tan Sri Joseph Pairin Kitingan, had been entrusted with the responsibility of coming up with the terms of reference of the RCI.

  24. Barisan Nasional (BN) Sabah are compiling its respective parties’ proposed Terms of Reference (TOR) on the formation of the Royal Commission of Inquiry (RCI) on illegal immigrants in Sabah, according to Tan Sri Joseph Pairin Kitingan.

    The Deputy Chief Minister, who heads the BN Sabah sub-committee on citizenship, asaid that the TOR will be submitted to BN chairman Datuk Seri Najib Tun Razak.

  25. Speaking at a press conference after the sub-committee meeting, Pairin said they have agreed to form a working committee which will be headed by Parti Bersatu Sabah (PBS) secretary general Datuk Henrynus Amin.

    The proposed TOR from various BN component parties and the working committee will consolidate the proposal has been compiled and submit a united draft to the Prime Minister and BN top leadership.

The deputy chief minister has expressed his gratitiude to all the Sabah BN component parties for participating in the discussion which has truly focused on the interest of the rakyat and the protection of their citizenship as well as in urging the authorities to enforce the laws of the country.

    Pairins aid they expect the formation of the RCI to be done soon after the TOR is finalized by the federal government.

  27. When asked what would the TOR contain, he said that there are a lot of suggestions from the BN Sabah component parties.

    What has been outlined is the objective of the RCI which is to resolve the issues pertaining to the illegal immigrants and resolve issues which have been adversely created by their presence so that in the eyes of the citizens it can be seen that their rights are protected and the laws of this country are enforced properly.

It also shows that the laws of this country are adhered to and respected by people who want to come to work or enter our country because it takes into account the interest of the citizens, about the sovereignty of the country being protected, about the laws being enforced properly and seriously, about rectification of procedure which can prevent the illegal issuance of documents, because in there have been instances that ICs could be issued illegally but birth certificates and also for that matter passport.

    Pairin also pointed out that there are no two ways about the united stand by BN component political parties in Sabah on the formation of the RCI.

    Obviously this indicated the interest and the focus being given by the public throughout the country particularly from Sabah, Pairin said, adding that the negative implications created by the presence of illegal immigrants in the state have sufficiently been debated in many forums in the past.

  32. All side of the fences are waiting for the necessary announcement by the Prime Minister. In the meantime the State's National Coalition Front (BN) has been asked to provide certain guidelines in connection with the TOR for the RCI.

    Meeting to discuss the TOR had been conducted and had taken into consideration the views coming from Sabah BN component parties and will have a joint listing of the TOR to be submitted to the top leadership to consider and adopt any one of those TOR.

    Pairin said there are a number of angles to be looked at and the obvious ones which have been on the minds of the people and Sabah members of parliament is the question about the extraordinary increase in Sabah population and about the irregularities of issuance of IC to foreigners or the obtaining of ICs by illegal immigrants through dubious means.

    The truth about Projek IC for example. Basically what we would like RCI to do is to look into the truth of the many queries raised by the public and MPs.

    Over the years a number of things on what the authorities should be doing as far as enforcement is concerned.
