GIVE CERTAIN AUTONOMOUS POWER TO ITS OFFICERS IN SABAH TO DELIBERATE ON THE AWARD OF PROJECTS TO LOCAL CONTRACTORS TO REDUCE NUMBER OF ABANDONED EDUCATIONAL PROJECTS IN SABAH - HERBERT

Number of abandoned educational projects in Sabah alarming – PBS

April 1, 2011, Friday KOTA KINABALU: The number of abandoned projects undertaken by the Education Ministry in Sabah is a cause for concern and alarming, said Kadamaian assemblyman Datuk Herbert T Lagadan.

He also pointed out that most of the failed projects were awarded by the Education Ministry’s office in Kuala Lumpur.

The Parti Bersatu Sabah (PBS) vice president questioned the reason for the problem and asked, “was it possible that the people who made the decisions in choosing a contractor have very little knowledge about Sabah?

“As an example, I am sure many of the top officers in Kuala Lumpur do not know the whereabouts of Kota Belud or any other towns and villages in Sabah. If so, then how are they able to know the basic requirements of a contractor to be able to start a project?” the Assistant Minister of Community Service and Consumer Affair stressed.

According to him, seldom had projects undertaken by any federal ministry which were awarded in Sabah failed.

“I therefore propose that the Education Ministry give certain autonomous power to its officers in Sabah to deliberate on the award of projects to local contractors,” he said and lamented that even the tendering process to supply food in the school hostels is done in Kuala Lumpur.

“Why can’t it be done by the education or federal officer in Sabah? Is there any inherent mistrust by federal officers in Kuala Lumpur towards officers in Sabah?

“If the 1Malaysia concept is to be more meaningful, then Kuala Lumpur must give some level of trust and autonomy to Sabah’s officers,” he said.
